Narrative
This was day 2 of my trip with 3 legs that day. I was Pilot Monitoring on Aircraft X. As we were on the arrival I briefed the Captain that we need to brief the land and hold short operations as they were in effect for ZZZ when I received the digital ATIS. Once we received the our runway assignment of XXL from ZZZ Approach; the Captain started to brief the ILS for XXL to me with the possibility of the hold short point of Taxiway 1 which had the available distance of 8600 feet. I sent landing data for Runway XXL and we had more than enough runway to accept to hold short point if ATC asked us. Coming in on the ILS XXL I was instructed to contact Tower at the final approach fix of ZZZZZ. After passing ZZZZZ I checked in with Tower and immediatley given a landing clearance of XXL and to hold short of Taxiway 1. I asked the Captain if he was comfortable with the LAHSO instruction and he told me that he was ok with it. I then proceeded to say clear to land Runway XXL hold short of Taxiway 1 and the Captain continued the approach to landing. I continued with my pilot monitoring (PM) thousand foot callout and my 500 foot callout as the Pilot Monitoring and everything was looking normal on the runway. At around the 100 feet from touchdown callout; the Captain noticed Aircraft Y in his line of sight on the runway. He stated there's an aircraft crossing the runway and he felt unsafe to continue the landing. I did not see the aircraft on the runway at the time the Captain called for and initiated his go around due to the pitch angle on the go around and he selected APR thrust to altitude. From this point he started doing is go around procedures while I was continuing to do my pilot monitoring duties. ZZZ Tower never stated if there they were having an aircraft cross the runway before our arrival when we received our landing clearance; nor did they tell us that any traffic was going to cross at the end of the runway for our situational awareness. After the go around; I cleaned up the aircraft; advised ATC we were going around do to aircraft on the Runway XXL. We followed ATC instructions after the go around and we were set up for Runway XY and landed without further incident. When ATC asked for our go around reason; the Captain told me to tell them that there was an aircraft on the runway and that he executed a go around. Once we landed in ZZZ; Tower told us there was a possible pilot deviation and to call them. The Captain called the Tower personnel once we arrived at the gate and started to deplane the aircraft. He was on his cell phone so I didn't catch all of the conversation but the Captain told me it was because we went around on a land and hold short clearance so he was arguing with the supervisor that if he felt the landing was unsafe due to an aircraft on the runway and we can always do a go around but they stated we have to land on a LAHSO clearance always and never be able to go around. The Captain wasn't agreeing with that statement and stated we will send a report out to the company to investigate further. I did review AIM 4-3-11 and it states; 'If a rejected landing becomes necessary after accepting a LAHSO clearance; the pilot should maintain safe separation from other aircraft or vehicles; and should promptly notify the controller.' This is exactly what we did for the go around.Cause: Captain felt unsafe with an aircraft on crossing the runway downfield after accepting the LAHSO clearance.Suggestion: If ATC told us there was traffic crossing the runway downfield past the runway safety area then I believe the captain would have continued the landing but since that didn't happen I am unsure if those would be his actions. I believe we should've been entitled to that information to see if there is an aircraft crossing the runway but I did not see an aircraft on the runway when the captain initiated his go around by the time he verbalized it to me.
Second reporter narrative
Inbound to ZZZ on the ILS XXL at ZZZZZ we contacted Tower and they cleared us to land. We didn't hear that they were going to cross aircraft at intersection 1." During the landing flare we saw Aircraft Y crossing the at end of the runway. I felt that during a rollout the aircraft at the end would be an issue of safety and I immediately executed a Balked Landing and we notified ATC. On the Climb out we were given left turn 180 and up to 3000 feet we complied with the instructions and got the Autopilot on. Then heading 160 and we were then told to contact Departure and Departure set us up for vectors for the visual XY. Once we landed on Runway XY and cleared the runway; and contacted Ground; Ground advised us of a "Possible Pilot Deviation" and gave us a phone number. Once we completed our Shutdown Checklist; I contacted the ZZZ Tower and spoke to Person A. Person A said he was issuing us a deviation because we accepted a LAHSO clearance and then we "Went around" and the Go around put us in close proximity of departures. He asked if I was familiar with LAHSO operations and stated I shouldn't have gone around. I then argued that pilots are always able to go around. I said "What if there was a vehicle; wildlife (deer) or anything else unsafe? Was I supposed to continue to land because I accepted a LAHSO clearance?" He then said "This will be reported and submitted for review." I then contacted Maintenance Control because we used APR thrust; called Dispatch to report as well. From my line of sight during landing; I also could not tell what intersection the aircraft was crossing and I was unsure so I elected to go around (balked)."
