A320 Captain reported they refused to take aircraft due to the aircraft having several maintenance issues.

Narrative

We arrived at the airport to find out that Aircraft X had 9 MEL's and one was LGCIU (Landing Gear Control Interface Unit) 2 which is very important part on the aircraft. This was causing more issues because it only had 7 when it left ZZZ1 and it triggered 2 more on the prior flight getting to ZZZ. To make matters worse this is an aircraft that has in the past have major mechanical issues including a depressurization not to long ago. Me and my FO even though we knew that everything had been MEL correctly did not feel safe flying that aircraft. Not only did these MEL's had multiple procedures that we normally don't do; but if anything else failed we could possibly go into alternate law. The flight was already delayed because of the multiple failures it had on the prior leg. My FO and I seriously felt scared to fly that aircraft. We offered to wait for another aircraft to arrive and perform the flight which we did. That aircraft needs some heavy maintenance. It has been brought to my attention that it had already been sent to retirement because of its age and multiple issues; and was brought back. I don't know if that's true; but does seem like it definitely has consistent maintenance issues.
