CL-65 Captain reported a engine bleed air message on climb. Crew returned to departure airport and landed without incident.

Narrative

Departed ZZZ runway XX; at around 100 feet - 200 feet we got a L ENG BLEED caution message. FO called it out and I acknowledged. We cleaned up the aircraft and when we had completed the after take off checklist I took on the radios and called for the QRC. As expected; it wasn't there so I handed the aircraft and the radios over to the FO and ran the QRH on the climb out. The QRH had us close the bleeds on the left engine; among other things; and at the end told us to leave icing conditions. At present; and since take off we'd been in clear skies and would be for quite some time however the weather towards ZZZ1 was dark and stormy so we were sure that wouldn't last forever. At this stage we were roughly FL200. The FO asked me if I wanted him to tell ATC that we wanted to return to ZZZ. I told him that while I was definitely leaning that way; I just want to make sure we have everything covered and haven't missed anything before we commit to that; and for now just keep going since we have time to figure it out. I ACARS messaged Dispatch the situation and told them we felt we should return to ZZZ. Dispatch agreed and I jumped on the radio and told ATC our situation and said we were going to return to ZZZ. I did not request priority handling. I then contacted the FA's and let them know what was going on and made it clear that it wasn't an emergency; we just could not continue and that I will make a PA shortly. We got vectors to return to ZZZ on the ZZZZZ arrival and informed ATC that we needed to burn off some fuel to land. I took the plane back and the FO retained the radios. They gave us the published hold at ZZZZZ with an EFC of roughly 15 mins away which we programmed in. ATC asked us how long we needed to hold for; I'd forgotten that the FOD (Fuel Over Destination) accounts for the EFC time built in so we said roughly 20 mins. As we started to get settled back in I made a PA to the pax (passengers) letting them know we'd had a small malfunction and had lost some of our anti ice capability which was going to prevent us from safely flying through the weather around ZZZ1 and we would need to return to ZZZ. I told them we would need to hold for around 20 mins to burn off fuel and apologized for the inconvenience. I sent a ACARS with the malfunction details to Maintenance Control. A short while later I remembered that the FOD accounted for the EFC and did a less rough; more considered calculation of our hold time and informed ATC and the pax that the refined calculation had us holding for an additional 20 mins. Once we were sure we wouldn't land overweight; we exited the hold; flew the arrival into ZZZ and landed without incident. I contacted Maintenance Control and Dispatch after we were parked at the gate.
