Narrative
THIS IS AN APPARENT PROB WITH TXWY SIGNAGE ON MIDLAND INTL. I WILL DESCRIBE A SIT WHICH HAPPENS DAILY AT MIDLAND. AN ACR MDT CALLS READY FOR DEP RWY 34L. HE IS HOLDING ON TXWY PAPA. I CLRED HIM FOR TKOF ON 34L. HE THEN PULLED AHEAD AND TURNED L ON RWY 04 THEN ANOTHER L TURN ON 34L. I INFORMED THE PLT THAT HE HAD PULLED ONTO ANOTHER RWY (SEE ATTACHMENT). THE EXTREMELY POTENTIAL DANGEROUS SIT IS: AN ACFT PULLS OUT IN FRONT OF AN ACFT ON SHORT FINAL TO RWY 4. AFTER DISCUSSIONS WITH ACR PLTS; THERE MAY BE SOME CONFUSION ON THE CHARTS (ARPT DIAGRAMS). SPECIFICALLY MENTIONED WERE THE COMMERCIAL CHARTS. I BELIEVE THE SIGNAGE NEEDS TO BE IMPROVED ON THE TXWYS AND/OR RWYS. ACFT TAXIING S ON TXWY PAPA SHOULD HAVE BETTER GUIDANCE SIGNS TO THE APCH END OF 34L. THE ACFT ARE USING THE RED RTE ON THE ATTACHED DIAGRAM. BEFORE I COULD FINISH THIS RPT; I WORKED LCL CTL AGAIN ON THU. IN LESS THAN 1 HR I HAD THE SAME SIT HAPPEN TWICE MORE. AT XA37Z; MTR A TAXIED ONTO RWY 4 THEN DEPARTED RWY 34L. AT XB25Z; MTR B REPEATED THE SAME ACTIONS.
