HARD LNDG IN A B-757. LOW LEVEL WIND SHEAR.

Narrative

ON APCH RWY 26L LAS WITH CAPT FLYING JET; CAPT MADE HARD LNDG. THE WIND ACCORDING TO TWR AND ATIS WAS ABOUT 150 DEGS AT 4 KTS. AT 500 FT AGL; JET WAS ON ILS GS AND CTRLINE. I TOLD THE CAPT WE HAD A L QUARTERING TAILWIND OF ABOUT 17 KTS. AT 500 FT AGL; ASKED FOR WIND CHK AND WAS TOLD SAME AS BEFORE (150 DEGS AT 4 KTS). AROUND 300 FT AGL AGAIN TOLD CAPT OF 17 KT QUARTERING TAILWIND. I WAS READING OFF RADAR ALT TO CAPT. HE ADDED PWR JUST BEFORE HARD TOUCHDOWN. JET BOUNCED AND HIT HARD AGAIN. NO DAMAGE TO JET. AFTER WE WERE AT THE GATE; ANOTHER CAPT FROM ANOTHER FLT STOPPED BY TO SAY; 'TWR WAS NOW CALLING WINDS AT PLUS 19 KTS AND 'LNDG RWY 19.' SUSPECT ARPT WAS GIVING FALSE WINDS TO USE W RWYS. EVEN SO; I TOLD CAPT OF OUR CORRECT WINDS AT LEAST TWICE; AND HE CHOSE TO DISREGARD ME. TO PREVENT ANOTHER OCCURRENCE; I SUGGEST THE OLD FART RETIRE. SUPPLEMENTAL INFO FROM ACN 272863: LNDG RWY 25L LAS; TWR RPT WINDS 110 AT 4 KTS. UPON LNDG; I WAS HIT WITH AN ESTIMATED TAILWIND OF 20 PLUS KTS. PWR WAS ADDED TWICE IN THE LAST 100 FT; BUT WAS NOT ENOUGH TO ARREST THE SINK. A HARD LNDG ENSUED. NO PAX INJURIES; NO OXYGEN MASKS DROPPED; NO TIRES BLOWN; NO RIVETS POPPED. 3 FLT ATTENDANTS RPTED BACK SPASMS. ALL 3 IN REAR OF ACFT. AFTER INSPECTION; ACFT FLOWN ON TO SLC WITH REVENUE PAX.
