ON LNDG AT MSP; BOTH L MAIN TIRES BLEW OUT. INFO: ANTI SKID INOP DEPARTING DTW. FULL PAX AND CREW COMPLEMENT. BRAKES CHKED OK ON WALK AROUND. CREW DISCUSSED ANTI SKID PROC AND APPLIED OPERATING PENALTIES. NORMAL 2 ENG TAXI AT DTW. ROUTINE FLT. NORMAL APCH; ON SPD 143 KTS; TOUCHDOWN 132 KTS. LNDG WT 142500 LBS. TOUCHDOWN POINT 1200 FT. MANUALLY DEPLOYED SPD BRAKES; NORMAL REVERSE THRUST. LIGHT BRAKING AT 95 KTS. FELT ACFT BUMPING; KEPT DIRECTIONAL CTL WITH RUDDER AND NOSEWHEEL STEERING. SAFE STOP ON CTRLINE. CREW MADE DECISION NOT TO EVAC BASED ON: TWR ADVISED NO SMOKE OR FIRE. EMER CREW INDICATED NO FIRE. NO SMOKE IN CABIN. FLT ATTENDANT CONFIRMED NO FIRE. SHUT DOWN ENGS; OPERATED ON APU. PAX DEPLANED SAFELY ONTO BUSSES. SUPPLEMENTAL INFO FROM ACN 274563: WHEN L MAIN WHEELS TOUCHED DOWN (SHOWN BY SKID MARKS) THEY BEGAN TO SKID. BOTH TIRES BLEW. DIRECTIONAL CTL WAS MAINTAINED WITH RUDDER PEDAL STEERING AND NOSEWHEEL STEERING. NO BRAKING WAS APPLIED DURING ROLLOUT UNTIL APPROX 95 KTS WHEN LIGHT BRAKING WAS APPLIED. AT THIS TIME; CREW FELT BUMPING AND SUSPECTED MAIN TIRE FAILURE ON L SIDE. BRAKES MAY HAVE BEEN HOT DURING PREVIOUS TAXI EVENT THEN COOLED IN THE AIR AND STUCK IN THE APPLIED POS.
