OVERWT TKOF.

Narrative

RWY 28 WAS USED WHILE TAKING OFF AT (BWI). AN ANNOUNCEMENT ON ATIS WAS NOT RECALLED FOR ANY PORTION OF RWY 28 BEING CLOSED. WTS FOR BOTH THE FULL LENGTH RWY AND RESTR RWY WERE PUBLISHED ON THE WTS SHEET. WE USED THE NUMBERS FOR THE FULL LENGTH RWY. WE WERE NOT COGNIZANT OF THE FACT THAT THE RWY LENGTH WAS REDUCED TO 7100 FT DUE TO CONSTRUCTION ON BOTH ENDS. THE ATIS CHANGED TAXIING OUT; WITH A HIGHER TEMP NOTED. THIS HIGHER TEMP PUT US OVERWT; ACCORDING TO THE WTS SHEET; SO WE USED THE TOUCH- SCREEN ACARS TO RECALCULATE THE WT FOR THE HIGHER TEMP. THIS WAS WITHIN OUR WT RANGE. TKOF ROLL APPEARED TO BE EXTREMELY LONG; AND LIFTOFF JUST CLRED THE RUBBER CONES AT THE FAR END. PRINTED NOTAMS DID SHOW CONSTRUCTION ON BOTH ENDS OF RWY 28; BUT WE DID NOT RECALL HEARING IT ON ATIS AND ASSUMED THE ENTIRE RWY WAS BEING USED. BEFORE THE NEW ATIS WAS GIVEN; WTS WERE DOUBLE-CHKED BECAUSE OF OUR HVY CONDITION. DURING CRUISE; AFTER WE REVIEWED THE TKOF WTS SHEET. WE DISCOVERED THAT; FOR THE REDUCED RWY LENGTH; WE WERE CONSIDERABLY OVERWT FOR TKOF. SUPPLEMENTAL INFO FROM ACN 280113: THE ENGINEER BRIEFED US ON ATIS INFO UNIFORM (TEMP 89 DEGS F WINDS 250/15 RWY 28 AND 33L). HE FAILED TO NOTICE THE STATEMENT 'RWY 28 CONSTRUCTION' BURIED IN A LAUNDRY LIST OF NOTAM AND SHOULD BE FULL LENGTH VALVES FOR RWYS 28 AND 33L ON THE WT MANIFEST. RWY 28 WAS 9452 FT. THE ENGINEER DID NOT RECALL HEARING ABOUT THE CONSTRUCTION FOR RWY 28 ON EITHER ATIS UNIFORM OR ROMEO AND GND OR TWR SAID NOTHING TO US ABOUT THIS. IT WOULD HAVE BEEN NICE FOR TWR AND GND CTL TO SAY SOMETHING BUT IF I HAD REVIEWED THE ENGINEER WORK I MIGHT HAVE PREVENTED THE TKOF ON RWY 28. WE LEARNED THAT RWY 28 HAD 8250 FT AVAILABLE FOR TKOF.
