B-727 ENG FLAMEOUT ON DOWNWIND LEG AT SLC.

Narrative

SLL TWR DIRECTED GAR DUE TO ACFT ON RWY ON DOWNWIND I ANNOUNCED LNDG WITH 7.0 TO 7500 LBS OF FUEL. TURNED SEAT FORWARD TO ACCOMPLISH APCHS CHK. CHKING ENG INSTS I NOTICED #2 FUEL FLOW FLUCTUATE AND GO TO ZERO. I ANNOUNCED #2 ENG FUEL FLOW FLUX. COST ANNOUNCING EPR GOING TO ZERO; WE LOST #2. I IMMEDIATELY PLACED IGNITION TO 'ON' UPON OBSERVING 3 OF 4 LOW PRESSURE/BOOST PUMP LIGHTS ILLUMINATED PLACED ALL XFEEDS OPEN; #2 ENG RELIT. DUE TO ENG FAILURE; CHKLIST REVIEWED; NO FURTHER PROBS INFLT EMER DECLARED -- LANDED. WITHIN 3 MINS OF FIRST INDICATION; MAINT FOUND FAULTY FUEL GAUGE. 3000 LBS ERROR. IN MY OPINION THE GAUGE ERROR WAS ABSORBED IN OUR EXPECTED FUEL UNDER BURN OR NOT NOTICED. THE FUEL REMAINING WAS RPTED. FULLER THEN REFILLS TO ORDERED POUNDAGE. IE; NO WAY TO CATCH EXCEPT TO COMPARE DRIP TO FUEL GAUGE AS A ROUTINE CHK. OUR FUEL AT FLAME OUT EQUALS #1: EQUALS 2.5 #2: MINUS 3.0 #3: 3-2.5. TOTAL OF 8 OK LBS. SUPPLEMENTAL INFO FROM ACN 283640: HOW DID 3000 LBS DISCREPANCY ESCAPE FUEL BALANCING (FUEL SLIP CALCULATED ADD TO ENSURE PROPER LOAD) PROC? NO CURRENT PROC WE HAVE WILL CATCH THIS PROB.
