LGT FLC MISSES TXWY TURN AND ALMOST ENTERS RWY.
Narrative
AFTER CLRING RWY 33L; TWR TOLD US TO TAXI ON OUTER TO TXWY C TO THE GATE. FO HAD TAXI DIAGRAM IN HAND ON OUTER AT TXWY P; CAPT ALMOST TAXIED ONTO RWY 4/22. NO RED LIGHTED RWY SIGNS. CALLED TWR ON TELEPHONE; PERSONNEL STATED THAT THIS IS A KNOWN PROB AND STATE CTLS THE ARPT. ON TAXI OUT IN DAYLIGHT; NOTED RED RWY 4/22 SIGNS AND TXWY SIGNS ON WOODEN BOARDS BUT THESE SIGNS ARE NOT LIGHTED. RWY 4/22 DOES NOT HAVE CTRLINE LIGHTS AND EDGE LIGHTS WERE VERY DIM. RECOMMEND ORANGE BLINKING LIGHTS IN FRONT OF UNLIGHTED RWY 4/22 RWY SIGNS UNTIL PERMANENT SIGNS INSTALLED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THE FLC WAS HEADS UP ON THE TAXI AS THEY HAD NOT BEEN INTO BALTIMORE RECENTLY. CAPT AND FO BOTH HAD THE ARPT DIAGRAM IN FRONT OF THEM. PROB IS THAT CONSTRUCTION IS UNDERWAY IN THIS AREA AND THERE ARE LITERALLY NO LIGHTS ANYWHERE. THE CONSTRUCTION EVEN BLOCKS THE LIGHT FROM THE CONCOURSE AREA WHICH WOULD NORMALLY BE HELPFUL. APPARENTLY NO NOTAMS REGARDING THE LACK OF LIGHTING. RPTR ONLY STOPPED BECAUSE HE SAW THE YELLOW HOLD LINE AND QUERIED THE FO. TWR WAS TOTALLY UNAWARE OF THE PROB. RPTR SPOKE TO TWR PERSONNEL WHO SAID THE STATE HANDLES THOSE PROBS AND GAVE NO INDICATION THAT THE COMPLAINT WOULD BE TAKEN FURTHER. RPTR ALSO SPOKE TO THE ALPA SAFETY REPRESENTATIVE AND FILED A COMPANY RPT. HAS NOT HEARD FROM EITHER SO FAR. RPTR CONCERN IS THAT SOMEONE ELSE MAY NOT SEE THE HOLD LINE AND CONTINUE ONTO RWY INADVERTENTLY. HE KNOWS IT IS TEMPORARY BUT FEELS IT IS TOTALLY UNSAFE.
