A-320 PERFORMS A HARD LNDG.

Narrative

A320 AIRBUS PHX TO TUS. WX IN TUS -- HIGH CEILING; GOOD VISIBILITY EXCEPT FOR OCCASIONAL BLOWING DUST. WIND APPROX 220 DEGS AT 20 KTS GUSTS TO 35 KTS. CLRNC WAS ILS RWY 11; CIRCLE TO LAND (RWY 21) AT 1500 FT AGL; TRACKING THE LOC ON A HDG OF 145 DEGS. WIND AT 1500 FT AGL WAS 200 DEGS AT 45 KTS. AT 1500 FT WE BROKE OFF THE ILS AND TURNED L FOR A R DOWNWIND TO RWY 21 (SEE DIAGRAM). THE NEW TAILWIND COMPONENT GAVE ACFT A GND SPD IN EXCESS OF 185 KTS. TWR TOLD US TO REMAIN W OF HWY I-10. STRONG TAILWIND COMPONENT PUSHED OUR PATH OVER HWY I-10 (E). NO TCASII OR OTHER PROBS OCCURRED DUE TO XING HWY I-10. TWR DID NOT REQUEST US TO CALL THEM OR SUGGEST A VIOLATION. ON SHORT FINAL AT 200 FT TO 40 FT AGL; THE WIND WAS GUSTING 20-35 KTS. AT 40 FT PER A320 SOP. I RETARDED THE THRUST LEVERS TO IDLE. AT 20 FT AGL ACFT HIT A WIND SHEAR; AIRSPD DROPPED AT LEAST 20 KTS AND THE A320 DID WHAT IT WAS DESIGNED TO DO -- IT LANDED HARD. THE LNDG WAS NOT HARD ENOUGH TO SET OFF A SHOCK COMPRESSION FAULT WARNING.
