FLC HAS BLOWN TIRES UPON LNDG DUE TO INOP ANTI-SKID.

Narrative

FLT TO TOUCHDOWN WAS NORMAL. ANTI-SKID FAILURE/BLOWN TIRES/SAFETY OF FLT ITEM. FLT WAS DISPATCHED WITH PARKING BRAKE RED LIGHT ILLUMINATED. MEL ITEM 32-00-08. CREW DISCUSSED MEL ITEMS AND OPERATING PROC. OPERATING PROC REQUIRED ANTI-SKID TO BE TURNED OFF WHEN PARKING BRAKE SET. PREVIOUS LEG TO NASHVILLE WAS UNEVENTFUL; ALL SYS APPEARED TO WORK CORRECTLY. UPON ARR AT ATL; ACFT BLEW #1/#4 MAIN MOUNT TIRES WHEN ANTI-SKID FAILED TO CYCLE. ANTI-SKID CHKED GOOD ON BEFORE LNDG CHKLIST WITH 4 REL LIGHTS ILLUMINATED. UPON BRAKE APPLICATION; FE NOTED NO CYCLING OR ILLUMINATION OF RELEASE LIGHTS. CREW SUSPECTED BLOWN TIRES AND REQUESTED GND INSPECTION. GND INSPECTION CONFIRMED BLOWN TIRES. ACFT FOREIGN OBJECT DAMAGE FROM CLOSURE OF RWY 27L. RWY WAS WET; ACFT TOUCHED DOWN AT APPROX 143 KTS; BUG SPD 128 KTS. ACFT TOWED TO GATE. BELIEVE DISPATCH WITH THIS ITEM IS POTENTIALLY DANGEROUS AND COULD LEAD TO A MAJOR MISHAP/ACCIDENT. FIRST; THERE IS NO BACKUP PROC TO ENSURE ANTI-SKID SYS IF TURNED BACK ON AFTER PARKING BRAKE USED. THIS FLT WAS GIVEN AN ATC FLOW DELAY PRIOR TO DEP. ANTI-SKID SYS WAS TURNED OFF WHEN PARKING BRAKE WAS SET. THIS ITEM IS NOT A 'NORMAL' PORTION OF THE BEFORE TKOF CHKLIST/SCAN. SECOND; THE MEL OF THE PARKING BRAKE LIGHT ASSUMED THAT THE ANTI-SKID SYS WAS OPERATING PROPERLY. NO REPETITIVE CHKS OF THE ANTI- SKID SYS WERE REQUIRED. EITHER OF THESE 1) ANTI-SKID SWITCH INADVERTENTLY LEFT OFF; OR 2) INOP OR MALFUNCTIONING ANTI-SKID SYS; WOULD HAVE RESULTED IN AN ACFT ACCIDENT IF AN ABORT HAD BEEN ATTEMPTED IN BNA AT MAX GROSS WT FOR RWY 20L. THIS ITEM/PROC HAS NO BUSINESS IN THE MEL AND SHOULD BE A NO-GO ITEM!
