FLC TAXIES BEYOND NEW DISPLACED RWY HOLD LINE.

Narrative

TAXIING FROM CARGO RAMP TO RWY 9L AT MIA. A NEW HOLD SHORT LINE HAS BEEN PAINTED ACROSS THE APRON AREA APPROX 500 FT BACK AND 300 FT LONG ACROSS THE WIDE MAT AREA SERVING RWYS 12 AND 9L. NO LIGHTED SIGNS OBSERVED OR APPARENT. HOLD SHORT SIGN 'RWY 9L' STILL EXISTS AT 'OLD' HOLD LINE. THE 'OLD' HOLD LINE IS STILL VISIBLE. GND CTL GAVE US AN IMMEDIATE STOP COMMAND AT THE HOLD SHORT LINE. NO FDC OR CHART OR ARPT NOTAMS. THE DEPICTION ON PLATE 10-9 SUGGESTS NOTHING OF THIS UNUSUAL HOLD LINE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID HE WAS TAXIING A B-727-200. WITHIN THE MONTH OF AUG A NEW HOLD LINE STRIPING WAS MADE ABOUT 500 FT BACK FROM THE OLD HOLD LINE. THERE IS NO LIGHTED SIGN ASSOCIATED WITH THE NEW HOLD LINE BUT THE OLD HOLD LINE SIGN IS STILL THERE AND LIT WHICH BECKONS THE PLT AT NIGHT WHO DOES NOT SEE THE PAINTED STRIPES UP TO THE ORIGINAL; AND LOGICAL HOLD LINE. TO CORRECT THE PROB THE RPTR WOULD LIKE TO SEE SOME LIGHTING AND SIGNS AND MARKINGS TO ALERT THE PLT WHO WOULD TEND TO TAXI TO THE LOGICAL HOLDING POINT. THE CTLR SEEMED QUITE UPSET THAT HE TAXIED UP TO THE OLD HOLD LINE. THE RPTR SAID HE FILED A COMPANY RPT AND THE COMPANY INQUIRED WITH THE ARPT OPS WHO DEFENDED THEIR SIGNS AND MARKINGS AS BEING ADEQUATE. PERHAPS TAXI INSTRUCTIONS SHOULD SAY 'TAXI TO SPOT A.' CALLBACK CONVERSATION WITH ARPT REPRESENTATIVE REVEALED THE FOLLOWING INFO: THEY HAVE RECENTLY TAKEN ACTION TO FIX THE SIGNAGE PROB. APPARENTLY; A LIGHTED SIGN HAS BEEN INSTALLED NEAR THE HOLD LINE TO ALERT THE PLT TO THIS FACT.
