THE FLC FAILED TO RESET THEIR ALTIMETERS CLBING THROUGH THE 4000 FT EUROPEAN TRANSITION ALT. CONSEQUENTLY; WHEN TOLD TO LEVEL AT FL140 THEY LEVELED AT FL144. THE TFC CTLR DID NOT SAY ANYTHING ABOUT THE ERROR.

Narrative

AFTER DEP FROM CDG (CHARLES DEGAULLE); LEVELED AT FL140; AND NEGLECTED TO SET ALTIMETER TO 29.92 (10.13). WHEN PASSING TRANSITION ALT LCL ALTIMETER SETTING WAS .999 MB RESULTING IN A 400 FT ERROR AT FL140. SUPPLEMENTAL INFO FROM ACN 336100: THE FO WAS ON HIS FIRST EUROPEAN TRIP AND WAS STILL TRYING TO FIGURE OUT THE PROCS. THE ACFT HAD AN INS (MOST OF OUR B727'S DON'T) AND BOTH THE FRONT SEATERS WERE TRYING TO FIGURE THAT OUT SINCE NEITHER WERE FAMILIAR; THEIR ATTN WAS DIVERTED. I (THE FE) WAS BUSY WITH THE REQUIRED PAPERWORK AND RADIO CALLS ABOVE 10000 FT (NO EXCUSE AS TO WHY I DIDN'T NOTICE EARLIER AS I HAD ON PREVIOUS LEGS) AND CHKLIST DESIGN. THE ALTIMETER SETTING IS ON THE ALTIMETERS CHKLIST WHICH IS PERFORMED AT 18000 FT MSL. THERE IS NO PROVISION ON THE CHKLIST TO ACCOMPLISH THIS DURING EARLY CLBOUT PROCS AS IS NEEDED IN INTL FLYING. FIXES; FRONT SEATERS SHOULD (IN AN IDEAL WORLD) RESET THEIR ALTIMETERS IMMEDIATELY WHEN CLRED ABOVE THE TRANSITION ALT. ALSO; THE AFTER TKOF CHKLIST COULD BE AMENDED TO INCLUDE THIS PROC FOR INTL FLYING.
