AN ACR B757 CREW HAD NO R MAIN GEAR DOWN INDICATION. EMER DECLARED. LANGUAGE BARRIER. FOREIGN AIRSPACE. ACFT EQUIP PROB R MAIN GEAR DOWN INDICATION WHICH FIXED ITSELF ON THE GND.

Narrative

AFTER LOWERING THE GEAR; THE R MAIN GEAR DID NOT SHOW ANY GREEN LIGHTS. WE RECYCLED THE GEAR AND GOT THE SAME INDICATION. WE INFORMED CCS TWR OF OUR INTENTIONS TO GAR AND REQUESTED THAT THEY LOOK AT OUR GEAR. THE TWR CTLR RESPONDED BY SAYING; 'ROGER; CLRED TO LAND.' SO ON THE FIRST PASS; WE WERE UNABLE TO COMMUNICATE OUR INTENTIONS TO THE TWR DUE TO A SUBSTANTIAL LANGUAGE PROB. I FOUND THE APCH CTLR TO BE MUCH BETTER AND HE RELAYED TO TWR. AFTER RECYCLING THE GEAR TWICE; WE FOLLOWED THE ALT GEAR EXTENSION CHKLIST AND STILL GOT NO DOWN INDICATION (THE LIGHT BULBS TESTED OK). WE DECLARED AN EMER; CALLED FOR THE FIRE TRUCKS; AND BRIEFED THE FLT ATTENDANTS. ON THE SECOND PASS; TWR TOLD US THAT THE GEAR WAS DOWN. AFTER INSURING THAT EVERYBODY WAS READY; WE LANDED UNEVENTFULLY. AFTER CLRING THE RWY; I PARKED THE ACFT FOR MAINT TO INSPECT GEAR BEFORE FURTHER TAXI. AFTER A FEW MINS; THE R MAIN GREEN LIGHTS CAME ON BY ITSELF AND WE TAXIED TO THE GATE. SUPPLEMENTAL INFO FROM ACN 340659: THE TWR CTLR IN MIQ WAS AT BEST A NUISANCE; AT WORST DANGEROUS. THE COM GAP WAS HUGE. SHE RESPONDED TO OUR REQUESTS FOR ASSISTANCE BY CLRING US TO LAND. HER ENGLISH WAS UNINTELLIGIBLE AND HER UNDERSTANDING OF ENGLISH WAS VIRTUALLY NIL.
