SLC APCH CTLR ATTEMPTED TO KEEP LEGAL SEPARATION BTWN A B727 AND AN SW3; BUT WAS UNABLE; DUE TO LATE STOP OF DSCNT CLRNC FOR THE B727.

Narrative

DURING THE STANDARD MORNING ARR 'PUSH' INTO SLC; SECTOR 7 CAN BECOME ALMOST UNMANAGEABLE. THE MIX OF TURBOPROP ACFT AND JET ACFT THAT HAVE TO BE SPACED WITH ONE ANOTHER FOR THE ARR GATE IS AT TIMES UNBEARABLE. TODAY THIS IS WHAT HAPPENED. 2 ACFT WERE ISSUED VECTORS FOR SPACING A B727 AND TURNED BACK TO THE ARR FIX (CARTR INTXN) AND TOLD TO CROSS CARTR AT 16000 FT. THE B727 WAS 8 MI FROM CARTR (NW) AT FL240. AN SW3 WAS 10 MI E OF CARTR ON A VECTOR TO GO N OF THE B727 AT FL200 WITH A CLRNC TO 16000 FT. THE B727 WAS HANDED OFF TO SLC APCH AND COM TRANSFER ACCOMPLISHED. SLC APCH NOTING THAT THE B727 AND SW3 ARE GETTING CLOSE; STOPPED B727'S DSCNT AT FL200. HE WENT THROUGH FL200 TO FL197; THE SW3 IS AT FL191 AND ACFT ARE WITHIN 5 MI OF EACH OTHER. RADAR CTLR TURNED THE SW3 20 DEGS R FOR TFC; NO HELP. AT THE TIME OF ALL OF THIS THERE ARE ABOUT 15 ACFT IN SECTOR; ALL LNDG SLC; AND ALL BTWN OGD 302 DEG RADIAL AND OGD 0290 DEG RADIAL WITHIN 50 MI OF OGD. THE ARR BANK COMPRESSED ON US. PERHAPS EARLIER VECTORS FOR SPACING AT 80 MI OUT WOULD HAVE HELPED. TMU (FLOW CTL) WAS NO HELP AT ALL; THEY SHOULD HAVE MANDATED OUTLYING SECTORS TO FEED US 20 MI IN-TRAIL. (WE BLEND 4 STREAMS OF TFC INTO 2 STREAMS FROM 3 SEPARATE SECTORS.) ALSO ZLC NEEDS TO STOP SPACING TURBOPROPS WITH JETS; AT THE ALT STRATUMS WE WORK THESE ACFT. THEY ARE NOT SPD COMPATIBLE (TURBOS 200-240 KTS/JETS 310-370 KTS).
