B727 FREIGHTER SCRAPES PARKED TRUCK WITH WINGTIP WHILE TAXIING ON CONGESTED RAMP.

Narrative

ON A VERY CONGESTED RAMP ON VILAMORE AFB (MANILA INTL) PHILIPPINES; WE WERE TAXIING TO PARKING WHERE OUR L WINGTIP GRAZED A CATERING TRUCK. THE TRUCK WAS SCRATCHED. THE WINGTIP HAD A 4 INCH SCRATCH WITH SOME DAMAGE TO FIBERGLASS TIP. WE HAD CLRNC WITH THE TRUCK UNTIL IT WAS NECESSARY TO VEER R TO AVOID A HOLE IN THE TXWY. ATTN WAS PLACED ON THE PARKED ACFT ON OUR R SIDE WHEN INCIDENT OCCURRED. L WING APPARENTLY SWUNG OUTBOARD AS WE TURNED R TO AVOID THE HOLE. THE RAMP IS ROUTINELY CONGESTED. ONE STICKS TO CTRLINE AND HOPES FOR THE BEST. PAINTED LANES FOR VEHICLES AND WINGTIP MARSHALLERS WOULD HAVE HELPED. IT WAS NOT REALLY POSSIBLE TO AVOID THE HOLE; THE TRUCK; AND OTHER ACFT ALL AT ONCE. WE SHOULD HAVE PARKED THE JET AND HAD IT TOWED THROUGH THIS AREA; BUT SINCE CONDITIONS ARE TYPICALLY LIKE THIS; WE PROCEEDED INTO A SIT WE WOULD NOT HAVE ACCEPTED ELSEWHERE. SUPPLEMENTAL INFO FROM ACN 344827: WE MEASURED THE DISTANCE BTWN THE TXWY CTRLINE AND THE (STILL PARKED) TRUCK AT 54 FT. THIS SHOULD HAVE PROVIDED CLRNC FOR OUR 52 FT 4 INCH SPAN.
