ACR FLT EDDF TO KDTW; WAS DISPATCHED INCORRECTLY. THE FLT WAS CONDUCTED BY A B757 (EXTENDED TWIN CERTIFIED). AT THE TIME OF THE FLT; ONE OF THE FMC'S WAS KNOWN TO BE INOP. WITH AN FMC INOP; THE ACFT IS RESTR TO THE CONTINGENCY RTES IN NORTH ATLANTIC MNPS AIRSPACE. THIS RESTR WAS KNOWN MANY HRS IN ADVANCE OF THE FLT. I BRIEFED THE DISPATCHER FOR THE FLT THAT THE FLT NEEDS TO BE PLANNED ON THE NORTH ATLANTIC CONTINGENCY RTE SINCE ONLY 1 FMC WAS AVAILABLE FOR NAV. THE FLT DEPARTED BEFORE I REALIZED IT WAS NOT PLANNED ON A CONTINGENCY RTE. I ADVISED THE DISPATCHER OF THE MISTAKE; BUT FAILED TO ENSURE THAT HE PHONE PATCH THE ACFT AND REVISE THE RTE. THE DISPATCHER FELT THAT SINCE THE ACFT WAS PLANNED WITHIN 60 MINS OF A SUITABLE ARPT (FAR 121.161) HE DID NOT NEED TO REVISE IT. THE DISPATCHER WAS GIVEN REMEDIAL NORTH ATLANTIC TRAINING. I WILL FOLLOW SPECIAL OPS FLTS AND RESTRICTIVE FLTS CLOSELY. ALSO; I WILL NOT ASSUME A DISPATCHER FULLY UNDERSTANDS RESTRICTIVE ITEMS WITHOUT GIVING A THOROUGH BRIEFING.
