WE WERE CLRED FOR TKOF RWY 25R; LAX2 DEP; COMMUTER EXPRESS ON RWY 25L WAS CLRED FOR TKOF RIGHT AFTER US. ATC TOLD THEM TO MAINTAIN VISUAL SEPARATION WITH ACR DEPARTING RWY 25R. AT APPROX 1000 FT AGL WE GOT A RA FROM THE TCASII; GIVING US VERT GUIDANCE; MONITOR VERT CLB. THE RA ON THE NAV DISPLAY SHOWED RIGHT OVER OUR ACFT; PLUS 300 FT CLBING. WE ADJUSTED OUR VERT CLB. NO ONE IN FRONT OF US. LOOKED BACK IN OUR 7-8 O'CLOCK POS AND I SAW THE COMMUTER EXPRESS ACFT. THIS WAS AT A VERY CRITICAL PHASE OF FLT. I FEEL THE ATC AND THE COMMUTER EXPRESS PLT AS AT FAULT; NOT TO ESTABLISH A SAFE DEP INTERVAL BEHIND THE ACFT IN FRONT; BOTH FLYING RWY HEADING. ON A VISUAL APCH IT IS THE PLT'S RESPONSIBILITY TO ESTABLISH THE SAFE LNDG INTERVAL BEHIND THE ACFT HE WAS INSTRUCTED TO FOLLOW. I COULD NOT FIND ANYTHING ABOUT VISUAL DEPS. WHEN ACFT DEPART THAT WAY IN SFO ON RWY 1'S; ATC WILL GIVE HEADING TO FLY TO KEEP A SAFE INTERVAL BTWN ACFT. LAX ATC DID NOTHING. VERY UNSAFE. LET'S FIND A FIX. THANK YOU. CAPT OF A320.
