AN AT72 FO RPTS RECEIVING A TCASII RA WHILE ON THE JACKY 3 DEP OUT OF DFW. THE CONFLICTING TFC WAS JUST INSIDE THE CLASS B AIRSPACE NEAR THE NW BOUNDARY. THE FLC FOLLOWED THE TCASII RA COMMAND TO CLB; AND THE DEP CTLR ISSUED A CLB CLRNC.

Narrative

WHILE ON RADAR VECTORS (DFW JACKY 3 DEP) CREW OBSERVED A TCASII RETURN AT 12 O'CLOCK; 6 MI; 100 FT ABOVE; AND DSNDING. DFW DEP PROVIDED A TA AT APPROX 3 MI. TCASII GAVE TA 'TFC; TFC' AT 2 MI WITH RA 'CLB; CLB NOW' AT 1 MI. CREW SAW TFC AT APPROX 1.5 MI. CLB WAS INITIATED IN COMPLIANCE WITH RA. AS TCASII GAVE RA; DFW ISSUED CLB CLRNC TO 12000 FT. CONFLICTING ACFT WAS IN CLASS B AIRSPACE BY 100 FT VERTLY. CAUSE OF PROB: DFW DEP PROCS WHICH KEEP TURBOPROP ACR ACFT AT LOW ALT FOR EXTENDED DISTANCES. TURBOPROP ACFT ARE CONSISTENTLY VECTORED OUT OF THE SIDE OF THE CLASS B AIRSPACE INSTEAD OF THE TOP. TURBOPROP ACRS ARE ALSO VECTORED UNDERNEATH THE LATERAL LIMITS OF THE DFW CLASS B AIRSPACE. CORRECTION: USE THE EXPANDED DFW CAPACITY TO CLB TURBOPROP ACR ACFT SOONER SO THAT THEY EXIT THE CLASS B AIRSPACE OUT THE TOP RATHER THAN THE SIDES. WILL IT TAKE A MIDAIR COLLISION TO CORRECT THIS? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE OTHER ACFT WAS NOT COMMUNICATING WITH DFW; SO IT WAS ALSO NOT CLRED INTO CLASS B AIRSPACE. THIS RPTR BELIEVES THAT THE ENTRY WAS INADVERTENT AND THAT THE ACFT WAS DSNDING INTO ONE OF THE ARPTS BELOW CLASS B IN THAT VICINITY.
