A COMMUTER ATR42 DIVERTS TO PVD DUE TO DELAYS CAUSED BY WX AND FUEL STATUS. ON APCH FOR PVD; WX REDUCES BELOW MINIMUMS AND THE PLT DECLARES MINIMUM FUEL AND LANDS.

Narrative

LEFT BOS TO JFK. ATC ADVISED JFK BELOW MINIMUMS AND GAVE US A HOLD AT DPK; FUEL ON BOARD WAS 3300-3400 LBS. WE HELD FOR ABOUT 1 HR 10 MINS. OUR PUNCH OUT FUEL WAS CALCULATED AT 2100 LBS (1275 LBS RESERVE + 805 LBS ALTERNATE ALB). WE WERE IN CONTACT WITH DISPATCH. ALB WX WAS DETERIORATING AND PVD WX WAS IMPROVING. IT WAS CURRENTLY 400 FT OVCST AND 10 MI. DISPATCH THEN CHANGED OUR ALTERNATE TO PVD. THE NEW PUNCH OUT FUEL WAS CALCULATED TO BE 1950 LBS. WE HAD ADVISED ATC THAT WE WOULD PROCEED TO PVD IN 10 MINS (LGA WAS ALSO SHOWN ABOVE MINIMUMS ON THE ACARS WX). APPROX 3-5 MINS LATER JFK RWY 4R RVR CAME UP TO 1800 FT. WE WERE THEN CLRED DIRECT JFK AND VECTORED FOR THE ILS RWY 4R. AFTER BEING VECTORED FOR APPROX 10 MINS; RWY 4R RVR HAD DROPPED BACK BELOW 1800 FT. ATC THEN INFORMED US THAT THEY WERE CHANGING RWYS TO ILS RWY 13L. THE RVR WAS AT 4500 FT. WHILE WE WERE BEING VECTORED FOR THE ILS RWY 13L; THE RVR BEGAN DROPPING FIRST TO 3500 FT; THEN 2500 FT. BY THE TIME WE WERE 4-5 MI FROM THE RWY 13L OM THE RWY 13L RVR HAD GONE TO 1600 FT. WE HAD ADVISED ATC THAT WE WOULD LIKE TO GO TO LGA; AS OUR FUEL WAS AT OUR PUNCH OUT FUEL OF 1900 LBS. HOWEVER; WE WERE NOW ON THE W SIDE OF JFK. ATC ADVISED US LGA WAS NOW BELOW MINIMUMS. AT THIS POINT; WE TOLD ATC WE HAD TO GO TO PVD NOW. WE WERE THEN CLRED DIRECT BDR DIRECT MAD V475 V188 TMU DIRECT PVD. PVD WX AT THIS TIME WAS 300 FT OVCST AND 2 MI. THE WX AT PVD WAS DROPPING RAPIDLY BY THE TIME WE WERE AT MAD. THE WX WAS 200 FT OVCST AND 1 MI. WHEN WE WERE AT 45 DME FROM PVD; THE WX WAS 200 FT OVCST AND A HALF MI. ABOUT 20 MI OUT WE ADVISED ATC THAT WE WERE AT MINIMUM FUEL. THE WX WAS NOW 100 FT OVCST AND RVR 1800 FT. WE WERE GIVEN A HEADING TO INTERCEPT THE LOC AND DSND TO 2000 FT. A MIN OR TWO LATER WE WERE CLRED FOR THE ILS RWY 5. ABOUT 1-2 MI FROM THE OM ATC ADVISED THAT THE RVR WAS 1400 FT. WE ADVISED ATC THAT WE WOULD LAND AT PVD. THE APCH LIGHTS WERE IN SIGHT AT 250 FT. WE LANDED AT PVD WITH 1000 LBS FUEL ON BOARD; AS WE HAD NO OTHER OPTIONS.
