A320 ACFT AFTER LNDG CAPT INSTRUCTED FO TO RAISE FLAPS. FO WAS DISTRACTED WITH OTHER DUTIES AND FORGOT. AT THE GATE ON ONCOMING FO TOLD FLC FO THAT THE FLAPS WERE DOWN. WITHOUT OBTAINING CLRNC FROM THE GND CREW THE FO RAISED THE FLAPS AND CRUSHED THE FUELING PANEL DOOR WITH THE LEADING EDGE FLAPS.

Narrative
AFTER LNDG AND AS EXITING RWY I CALLED FOR 'FLAPS UP;' AFTER LNDG CHKLIST. FO ACKNOWLEDGED AND APPARENTLY WAS DISTRACTED BY RADIO CALL TO SWITCH TO GND CTL FREQ AND FAILED TO FULLY RAISE FLAPS ALL THE WAY. AFTER PARKING AT GATE ONCOMING FO TOLD MY FO THAT FLAPS WEREN'T UP; WHILE I WAS ENGAGED WITH MAINT ON THE JET BRIDGE. UNBEKNOWNST TO ME OR FO AT THE TIME WHEN HE VISUALLY CLRED AND FINISHED RAISING FLAPS WITHOUT A GND WATCH; THE FUELING PANEL DOOR WAS MANGLED BY LEADING EDGE FLAPS. RECEIVED A CALL FROM A COMPANY REPRESENTATIVE LATER INFORMING ME OF FLT CONTINUATION CANCELLATION AND REASON WHY; ASKING FOR INFO. COMPANY PRELIMINARY FEELINGS ARE THAT THIS MIGHT HAVE BEEN CAUSED AND OR CONTRIBUTED TO BY AN EARLIER PRECAUTIONARY EMER LNDG AT ANOTHER ARPT. COMPANY FLT OPS MANUAL (FOM) REQUIRES THAT THE PLTS INVOLVED IN ANY INCIDENT WHICH REQUIRES AN AIR SAFETY RPT CONTACT THE VICE PRESIDENT OF FLT OPS OR HIS REPRESENTATIVE TO DETERMINE ADVISABILITY OF CREW CONTINUING ON A TRIP. I FAILED TO MAKE THIS CALL. IT'S A RELATIVELY NEW PROC AND I FORGOT ABOUT IT WHILE TALKING TO MAINT; DISPATCH AND OTHERS TO TRY AND MINIMIZE THE DELAY OF RETURNING TO OUR DEP ARPT EARLIER IN THE DAY DUE TO AN UNSAFE CARGO DOOR INDICATION AND STRONG FUMES IN THE ACFT. FAILURE TO HAVE MADE THIS CALL MAY HAVE BEEN A SUBTLE FACTOR BUT I DON'T THINK SO. MORE TO POINT WAS A VERY SHORT LAYOVER THE NIGHT BEFORE AND PROBS ALL DAY LONG WITH ACFT AND RUNNING BEHIND TIME. I DO KNOW THAT I'LL TRY AND MAKE SURE WE BOTH READ THE FOM AFTER AN INCIDENT TO TRY AND ENSURE WE FULLY COVER ALL BASES.
