AN ACR B727 CREW FOUND THAT ALL OF ITS HYD SWITCHES HAD BEEN CHANGED WHILE ON THE GND AT MIA. THEY ALSO FOUND THAT THE BAGGAGE COMPARTMENT WTS WERE WRONG AND THAT THE ACFT WAS LOADED VERY TAIL LIGHT.

AN ACR B727 CREW FOUND THAT ALL OF ITS HYD SWITCHES HAD BEEN CHANGED WHILE ON THE GND AT MIA. THEY ALSO FOUND THAT THE BAGGAGE COMPARTMENT WTS WERE WRONG AND THAT THE ACFT WAS LOADED VERY TAIL LIGHT.
Narrative
THE CREW FLEW POP-MIA-STX-MIA WITH THE SAME ACFT IN ONE DAY. UPON ARR ON FLT POP-MIA; WE PROCEEDED TO CUSTOMS AND IMMIGRATION AND THEN RETURNED TO THE SAME GATE AND ACFT APPROX 35 MINS LATER. THE SHARP FE DISCOVERED THAT THE ENTIRE HYD PANEL HAD BEEN TAMPERED WITH (I CALL THAT SABOTAGE) AND EVERY SINGLE HYD SWITCH WAS IN THE WRONG POS. NO MAINT HAD BEEN ORDERED; NOR WAS THERE ANY MAINT ENTRY MADE IN THE LOGBOOK. WE DEPARTED THE GATE AND GOT THE FOLLOWING CLOSEOUT: 'STABILIZER 5.5; CARGO WT 8555 LBS.' CAPT STARTED TKOF AND STARTED TO PULL THE NOSE UP AT V-ROTATE BUT THE NOSE WAS VERY; VERY HVY AND I USED APPROX 1200-1500 FT MORE RWY AND IT TOOK A LITTLE LONGER THAN NORMAL TO REACH V2. THE CTR OF GRAVITY WAS WAY OFF. I CHALLENGED OPS TO CONFIRM CARGO WT AND THEY RESPONDED; '4080 LBS IN FORWARD AND 4500 LBS IN AFT.' I TOLD OPS THAT I WANTED THE CARGO TO BE WEIGHED IN STX AFTER LNDG. WE WERE MET BY A VERY ACCOMMODATING CREW IN STX. HERE ARE THE NUMBERS AFTER CARGO AND MAIL HAD BEEN WEIGHED AGAIN IN STX. FORWARD SHOULD HAVE 4080 LBS AND HAD 3908 LBS (THAT'S OK) BUT THEN IN AFT WE SHOULD HAVE 4500 LBS BUT WE ONLY HAD A LITTLE SHORT OF 1100 LBS; THAT'S A DIFFERENCE OF 3400 LBS. FORWARD COMPARTMENT WAS SO FULL OF MAIL AND CARGO THAT IT ALMOST FELL OUT WHEN THE CARGO DOOR WAS OPENED AND AFT WAS ONLY ABOUT 1/5 FULL AND 3400 LBS OFF.
