AN ACR B757 FLC RECEIVED SEVERAL CLRNCS THAT WERE LAST MOMENT DECISIONS BY THE ARTCC CTLR AND THEY OVERSHOT THEIR LEVELOFF ALTS ATTEMPTING TO COMPLY. LATER; THEY REFUSED A XING RESTR THAT WAS IMPOSSIBLE TO COMPLY WITH AND THE CTLR USED A 360 DEG TURN TO DSND THEM.

Narrative
INBOUND TO JFK VIA CHAMP-CAMRN WERE GIVEN STANDARD CLRNC TO 40 MI SE OF CAMRN AT 14000 FT. WE WERE AT FL390 AND BEGAN A NORMAL DSCNT PATH TO MEET THIS CLRNC. PASSING FL352 ZNY TOLD US TO MAINTAIN FL350 XING TFC; OUR FINAL ALT BEFORE CORRECTING REACHED FL348. APPROX 23 MI OUT FROM THE ORIGINAL CLRNC FIX WE WERE AGAIN GIVEN THE XING RESTR TO BE AT 14000 FT WHICH WE REFUSED AND WERE ASKED WHAT ALT WE COULD ACHIEVE BY THAT POINT -- OUR REPLY WAS FL230 AND WE WERE IN AS GREAT A RATE OF DSCNT AS THE ACFT COULD DO WHEN AT FL222 WE AGAIN WERE TOLD TO MAINTAIN FL220 AND ONCE AGAIN OUR ALT REACHED FL217 (APPROX) OUR RESPONSE TO THE CLRNC WAS THAT WE WERE ALREADY THROUGH FL220 AND WERE CORRECTING BACK. WE DID OUR BEST WITHOUT PUTTING THE PAX IN UNSAFE POS. THE LATE CLRNCS WERE THE CAUSE OF THE PROB TONIGHT. SUPPLEMENTAL INFO FROM ACN 377860: BEGAN THE DSCNT SLIGHTLY BEFORE NECESSARY TO MAKE THE DSCNT SMOOTH. WAS SUBSEQUENTLY GIVEN A R 360 DEG TURN AND A CLRNC TO 14000 FT. WITH THE 360 DEG TURN WE CROSSED 50 MI OUT OF CAMRN AT 14000 FT. ATC SEEMED SLIGHTLY MIFFED THAT WE COULD NOT MAKE THE DSCNT AND XING RESTR.
