Synopsis

AN AIRBUS 320 WAS DISPATCHED WITH THE CARGO NESTING SYS INOP AND WAS IMPROPERLY DEFERRED.

Narrative

ACR A320 ACFT ARRIVED AT ZZZ WITH THE HYD CARGO DOOR OPENING/CLOSING SYS DEFERRED. 10 MINS PRIOR TO DEP RAMP SVC RPTED THE NESTING SYS NOT WORKING. THIS WAS DUE TO THE CARGO DOOR SYS NOT BEING FULLY SEQUENCED AND NOT POWERING THE PITS. I DID THE PAPERWORK AND PHONE CALLS TO DEFER THE NESTING SYS AND ASKED THE PERSON I WAS TRAINING TO PULL THE CIRCUIT BREAKERS IN THE CABIN. AFTER THE PLANE DEPARTED AND WE WERE DISCUSSING WHAT HAD HAPPENED MY TRAINEE SAID HE HADN'T PULLED THE CIRCUIT BREAKERS CAUSE HE WANTED TO WATCH ME DO THE PAPERWORK SO HE COULD LEARN TO DO IT. THE NESTING SYS WAS MANUALLY LOCKED EXTENDED AND THERE WAS NO CHANCE OF THE SYS MOVING. THE AIRPLANE HAD BEEN FLYING IN THIS CONDITION AND THE TRIP FROM ZZZ WAS THE FIRST TIME THE NESTING SYS WAS USED. THIS HAPPENED JUST BEFORE SHIFT CHANGE AND I SUSPECT THAT PERHAPS THE CIRCUIT BREAKERS MAY NOT NEED TO BE PULLED GIVEN THE CONDITION CAUSING THE PROB. THIS SIT WAS CAUSED BY THE WELL MEANING NEW GUY; THE PSI OF BEING 10 MINS TO DEP; AND MY FAILURE TO VERIFY THE NEW GUY DID AS ASKED.
