B727 FO HAND FLYING APCH TO CAT 2 MINIMUMS BROKE OUT AT MINIMUMS; MADE CORRECTION FOR CTRLINE; OVER CORRECTED AND HIT R WINGTIP BEFORE CAPT TOOK ACFT AND DID GAR. WINGTIP SCRAPE DISCOVERED BY NEXT FLC.

Narrative

SHOOTING APCH TO RWY 27L; FO (MYSELF) HAND FLYING SINCE I HAD ONLY FLOWN 1 FLT IN LAST 2 MONTHS. FLT DIRECTOR WAS SLOW TO INDICATE CORRECTIONS BUT WELL WITHIN ACCEPTABLE PARAMETERS. WE BROKE OUT RIGHT AT MINIMUMS (DECISION HT EQUALS 200 FT AGL) SLIGHTLY R OF COURSE. I TURNED L TO LINE UP WITH CTRLINE; AND WENT SLIGHTLY L OF COURSE. DURING THE R BANK TO CORRECT THIS; THE GPWS 'BANK ANGLE' WARNING SOUNDED AND THE CAPT IMMEDIATELY INITIATED A GAR. WE CAME BACK FOR A SECOND APCH WHICH WE COUPLED AND LANDED NORMALLY. AS WE WERE LEAVING THE ACFT; THE SO RECEIVING THE AIRPLANE ADVISED US THAT THERE WAS A SCRAPE ON THE R WINGTIP; AND WE ASSUME THIS HAPPENED ON OUR FLT DURING THE FIRST LNDG ATTEMPT. I BELIEVE IN THE FUTURE I WILL COUPLE THE AUTOPLT WHEN THE WX IS RIGHT AT MINIMUMS EVEN THOUGH OUR MANUAL DOES NOT REQUIRE IT UNTIL THE WX IS BELOW CATEGORY 1 ILS MINIMUMS; ESPECIALLY SINCE I HAD NOT FLOWN ON INSTS FOR ALMOST 3 1/2 MONTHS. I ALSO THINK CTRLINE CORRECTIONS AT LOW ALT WOULD BE MORE APPROPRIATELY HANDLED WITH MORE RUDDER AND LESS AILERON IN THE B727; WHICH HAS A VERY RAPID ROLL RATE.
