FLC OF B727 ON DSCNT HAS ALT ALERT ACTIVATE. THEY THEN RETURN TO ASSIGNED ALT.

Narrative

ATC FACILITY: CENAMER CTL. LOCATION: RAB 30 DME. WE WERE WITH CENAMER CTL ARRIVING INTO GUA. WE DEPARTED FL280 FOR FL260 AS CLRED BY CENAMER CTL. THE FO WAS FLYING. I WAS BUSY TUNING AND IDENTING FREQ. THE ALT WARNING WENT OFF. I LOOKED UP AT ALTIMETER TO SEE THAT WE WERE PASSING FL257. THE FO IMMEDIATELY STARTED ASCENT BACK TO FL260. CENAMER ADVISED US TO CLB TO FL260. WE DID SHOW TFC CLBING OUT OF GUA AT ABOUT 2000 FT BELOW US AND ABOUT 10 MI OFF OUR L. IN ORDER TO HAVE AVOIDED THIS ALT BUST; I SHOULD HAVE DIRECTED MY ATTN MORE TO THE ALTIMETER WHEN WE FIRST RECEIVED OUR 700 FT WARNING AFTER I CALLED OUT 270 DEGS FOR 260 DEGS. WE ALSO HAD HAD A HARD TIME UNDERSTANDING THE RADIO XMISSIONS FROM CENAMER DUE TO POOR RADIO QUALITY. SUPPLEMENTAL INFO FROM ACN 392690: THE CTLR WAS DIFFICULT TO UNDERSTAND. TFC WAS CALLED OUT AND I WAS DISTR LOOKING FOR THE TFC AND TRYING TO HEAR/UNDERSTAND THE RADIO XMISSIONS. IT DID NOT APPEAR THAT THERE WAS ANY LOSS OF SEPARATION. SUPPLEMENTAL INFO FROM ACN 392689: CENAMER XMISSIONS WERE STRONG BUT VERY GARBLED. FROM INITIAL DSCNT; WITH ALL 3 OF US LISTENING INTENTLY; WE HAD TO ASK FOR SEVERAL REPEATS ON CLRNCS AND FREQS.
