Narrative

3 VEHICLES CROSSED RWY 8 WHILE AN ATR WAS CLRED FOR TKOF ON THE SAME RWY. GND CTLR COORDINATED WITH COORDINATOR POS 'XING RWY 10 AT 'V' INTXN WITH THE SLOW VEHICLES.' COORDINATOR POS APPROVED XING OF RWY 10. ('V' INTXN IS ON S SIDE OF RWY 8.) 3 DAYS LATER; THE RECORDINGS WERE 'PULLED;' LISTENED TO AND THOUGH THE VEHICLES WERE OFF THE RWY (NOT REFLECTED ON RECORDERS) WHEN THE ATR COMMENCED TKOF ROLL; THE GND CTLR AND MAYBE COORDINATOR ARE BEING DECERTIFIED FOR AN OPDEV. SUPPLEMENTAL INFO FROM ACN 393330: I HAD AN ATR72 IN POS AS THE COORD TOOK PLACE. I WAS ADVISED BY THE COORDINATOR OF THE XING. I SCANNED RWY 8/26 AND CLRED THE ATR72 FOR TKOF. THE RWY WAS CLR AS THE CLRNC WAS GIVEN. AS THE ATR72 STARTED TKOF ROLL ABOUT 2000 FT DOWN THE RWY I SCANNED RWY 8/26 AGAIN AND OBSERVED THE VEHICLES XING RWY 8/26 4000 FT AHEAD OF THE ATR72. THE VEHICLES CLRED WITH PLENTY OF TIME AND THE ATR72 WAS AIRBORNE AND WELL CLR OF THE VEHICLES. THE PROB WAS A BREAKDOWN IN COM BTWN THE GND CTLR AND COORDINATOR.
