B757 CAPT COMPLAINT ABOUT CLRNC TO CROSS ACTIVE RWY; BUT THEN HAS TO STOP BEFORE CLRING RWY FOR TAXIING ACFT.

Narrative

LANDED AT SFO RWY 28R; EXITED TXWY E. TWR INSTRUCTED 'TAXI ACROSS RWY 28L (AN ACTIVE RWY) THEN CONTACT GND.' NO RESTRS OR HOLD SHORT INSTRUCTIONS WERE GIVEN BY TWR. TO CLR RWY 28L; IT IS NECESSARY TO TAXI INTO TXWY B. A COMMUTER WAS TAXIING E ON TXWY B AT A SPD I PERCEIVED WOULD NOT ALLOW HIM TO YIELD; EVEN THOUGH WE HAD THE RIGHT OF WAY. IN CONTACTING GND; GND CTLR TOLD US TO HOLD SHORT OF TXWY B; YIELDING TO OTHER ACFT. SINCE THE TWR GAVE NO INSTRUCTIONS TO YIELD OR HOLD SHORT PER AIM 4-69; I HAVE TO ASSUME I AM TO CLR THE RWY. THIS SAME SIT IN THE SAME AREA HAS BEEN EXPERIENCED BEFORE. EACH TIME I HAVE DISCUSSED IT WITH THE TWR; AND EACH TIME I HAVE BEEN TOLD I WAS CORRECT; AND HAD THE RIGHT OF RWY. EACH TIME; IF I HAD ASSUMED MY RIGHT OF WAY; THERE WOULD HAVE BEEN A COLLISION. THIS IS A DANGEROUS CONDITION THAT HAPPENS CONTINUOUSLY AT THIS ARPT. UNDER CONDITIONS OF POOR VISIBILITY; IT WILL BECOME A DEADLY CONDITION. SFO; WITH ITS PARALLEL RWYS; WITH LIMITED SPACE FOR ACFT CLRING ACTIVE RWYS; MUST CHANGE ITS PROCS; FOLLOW THE BOOK PERHAPS; CONSIDER SAFETY OVER MOVING INCREASED NUMBERS OF ACFT.
