Narrative
THIS EVENT WAS A FAILURE TO FOLLOW PROPER LOGBOOK PROCS BY SO. ON TAXI FOR TKOF THE CHIEF CABIN ATTENDANT NOTIFIED ME THAT OUR EXTRA FLT ATTENDANT WOULD BE UNABLE TO OCCUPY THE FORWARD JUMP SEAT BECAUSE 1/2 OF 1 OF THE SEAT BELT PAIRS WAS MISSING. THE MALE PORTION WAS APPARENTLY NOT INSTALLED WHEN THIS ACFT RECENTLY HAD A NEW INTERIOR INSTALLED. THIS WAS APPARENTLY THE FIRST FLT THAT AN EXTRA (4TH) FLT ATTENDANT WAS ASSIGNED. TKOF WAS DELAYED WHILE WE CONTACTED OUR DISPATCHER AND MAINT CTR. IN ACCORDANCE WITH OUR MEL WE RECEIVED AUTH TO DEFER THIS ITEM USING A FLC MAINT CARRYOVER PLACARD. MY SO COMPLETED THE PROPER PLACARD FOR THE LOGBOOK. HOWEVER I DISCOVERED SEVERAL DAYS LATER HE NEVER ENTERED A WRITE-UP AND MAINT CTL NUMBER IN THE LOGBOOK. OUR COMPANY HAS BEEN HIRING VERY HEAVILY. I FIND NEW SO'S ARE VERY PROFICIENT IN SILENCING THE GEAR HORN; CHKING THE WING ILLUMINATION LIGHTS OR GETTING SELCAL CHKS. THERE SEEMS LITTLE TRAINING IN MEL USAGE; LOGBOOK MAINT AND GENERAL OPERATIONAL PROCS. I FIND MYSELF LESS WILLING TO DELEGATE DUTIES. I AM BECOMING MORE LIKE THE OLD CAPTS WHO DID EVERYTHING THEMSELVES. CRM MAY HAVE LIMITS.
