Narrative
CAPT WAS FLYING AND HE IS HIGHLY EXPERIENCED IN TYPE AND PART 121 OPS. AFTER NUMEROUS SLOW DOWN INSTRUCTIONS (DUE TO ATC DELAY) ON AN ARR INTO SFO; WE WERE GIVEN NORMAL SPD AND AN ARR INSTRUCTION (TO CROSS CEDES INTXN AT 11000 FT AND 250 KTS SPD). SINCE THE FLT WAS DELAYED DUE TO AN EARLIER SPD RESTR; CAPT MAINTAINED FASTER SPD ON DSCNT (350 KTS). ALTHOUGH IT WAS A BIT TIGHT TO SLOW DOWN TO 250 KTS AT SEDES INTXN; I WAS CONFIDENT THAT THE CAPT WOULD MAKE THE LEVELOFF AT 11000 FT AND 250 KTS. HOWEVER; THE CAPT ADDED THRUST TO SPOOL UP THE ENGS IN ANTICIPATION OF LEVELING OFF; WHICH REDUCED THE RATE OF REDUCTION IN AIRSPD. HE CROSSED THE INTXN WITH SPD OF 280 KIAS ON MY INDICATOR. ATC QUESTIONED OUR SPD AND I RESPONDED '260 KTS;' REPEATING THE CAPT. THE NEXT CTLR ASKED IF WE WERE GIVEN THE SPD RESTR AND I SAID 'AFFIRMATIVE.' HE GAVE US A TURNING INSTRUCTION TO REGAIN THE SEPARATION. REST OF THE FLT WAS UNEVENTFUL AND WE FINISHED THE DUTY FOR THAT DAY. CAPT APOLOGIZED TO US FOR THE EVENT AT THE END. I ENTRUSTED TOO MUCH ON THE CAPT'S ABILITY TO COMPLY WITH THE INSTRUCTION. WE ALL MAKE MISTAKES; EVEN A HIGHLY EXPERIENCED ONE. I SHOULD HAVE SPOKEN OUT EARLIER AND NOT TO ASSUME WHAT THE OTHER'S GOING TO DO IN THE CERTAIN FLT SIT.
