FO WAS THE PF. AT TOP OF DSCNT; FO OBTAINED ATIS; BUT COULD NOT OBTAIN LNDG RWY INFO. SINCE FO HAD ONLY BEEN TO VEP TWICE AND HAD OBSERVED LNDG ON RWY 15 BOTH TIMES; FO BEGAN BRIEFING VISUAL APCH BACKED UP WITH ILS FOR RWY 15 (WIND WAS LIGHT AND VARIABLE) AND IS PREFERRED RWY. SAO PABLO APCH ONLY VECTORS ACFT TO 5000 FT MSL; AT WHICH TIME ALL ACFT PERFORM PROC TURN FOR RWY ASSIGNED BY TWR. NON RADAR TWR ISSUES APCH CLRNC TO RWY 15/33 (C #1 ILS 15) (C #2 ILS 15) (E #1 NDB 15) (E #2 NDB 33). VEP TWR ISSUED E #2 NDB 33; SINCE THERE WAS A LANGUAGE PROB AND THE FO HAD TUNNEL VISION BRIEFING RWY 15 VISUAL/ILS; IT SOUNDED LIKE E NDB RWY 15. AFTER PROC TURN WAS COMPLETED AND ACFT WAS ON 3 MI FINAL RWY 15; VEP TWR CLRED US TO LAND ON RWY 15. AFTER TAXIING CLR; TWR INFORMED US THAT WE EXECUTED WRONG APCH; SHOULD HAVE BEEN E #2 RWY 33. NO OTHER ACFT WERE ON APCH TO VEP. 2 COMMENTS ARE: TWR CTLR WAS NOT OBSERVANT TO VISUALLY SEE US DOING INCORRECT PROC TURN; AS ALL LNDG LIGHTS ON ACFT WERE ON. SECONDLY; FO SHOULD NEVER HAVE BRIEFED RWY 15 APCH; SINCE HE DID NOT RECEIVE COMPLETE ATIS AND NEVER INFORMED CAPT THAT HE NEVER RECEIVED COMPLETE ATIS. ALSO; CAPT SHOULD RECEIVE ATIS ON HIS OWN.
