Narrative

ON INITIAL CONTACT WITH MIQ CTL ON 128.5; CTLR REQUESTED CONFIRMATION OF RTE AND ALT AFTER INITIAL XMISSION STATED AS SUCH. ASKED FOR FLT LEVEL 3 TIMES. CLRED DIRECT ROMEX UPON REQUEST FROM US. MIQ APCH CTL ON 120.1 REQUESTED SPD REDUCTION INITIALLY TO 210 KTS THEN TO 200 KTS. AFTER VARIOUS VECTORS CTLR CLRED US TO 3000 FT; INITIAL APCH ALT IS 5000 FT OUTSIDE ROMEX; 4000 FT INSIDE ROMEX. DID NOT ACCEPT CLRNC. REQUESTED LEVELOFF AT 4000 FT. CTLR VECTORED US INSIDE FAF. ILS DID NOT IDENT; LOUD SQUEAL ONLY. OTHER ACFT SHOOTING APCHS SUCCESSFULLY. ATC ADVISED ILS IN SVC. GS INTERCEPTED PRIOR TO LOC; STILL INSIDE FAF. MAINTAINED 4000 FT WITH GS DISAPPEARING BELOW AND LOC NOT INTERCEPTED. ABANDONED APCH. REQUESTED VECTOR OUTSIDE FAF. CTLR ONCE AGAIN VECTORED US INSIDE FAF. UNABLE TO COMMUNICATE DUE TO FREQ CONGESTION. TURNED TO A HDG VIA MAP DISPLAY JUST OUTSIDE FAF AT 4000 FT. COMPLETED SECOND APCH WITH NO PROB. NOTE: IFR CONDITIONS UNTIL APPROX 1500 FT. NOT THE FIRST TIME ATC HAS CLRED US TO LOWER ALTS THAN PUBLISHED. CCS HAS BEEN A DANGEROUS OP IN MY PAST EXPERIENCE. LANGUAGE DIFFICULTIES MAJOR PROB IF NORMAL SCRIPT NOT FOLLOWED.
