Synopsis

ACR HAS TFC CONFLICT DURING XFER BTWN PAP AND MIA CTL.

Narrative

WHILE PROCEEDING ON AN IFR FLT PLAN; AN ALT INCURSION OCCURRED JUST S OF JOSES INTXN WHILE CRUISING AT FL350. AT A POINT 60 MI SE OF JOSES INTXN; THE FO CALLED ZMA. ZMA RESPONDED WITH THE INFO THAT HE HAD POSITIVE RADAR CONTACT WITH OUR ACFT. THE FO THEN RETURNED TO PORT-AU-PRINCE CTL AND INFORMED THEM THAT WE HAD CONTACT WITH ZMA; AT WHICH TIME WE WERE INSTRUCTED TO CONTACT ZMA. THIS HDOF OCCURRED ABOUT 30 MI SE OF JOSES INTXN. SHORTLY THEREAFTER; I OBSERVED AN OPPOSITE DIRECTION TCASII TARGET AT 1100 FT; WITH VERTICAL SEPARATION DECREASING. AT -900 FT THE TCASII ISSUED A TFC ALERT. AT THAT TIME; I OBSERVED THE CONFLICTING TFC VISUALLY AT OUR 11 O'CLOCK POS AND MAINTAINED CONSTANT VISUAL CONTACT AS THE OPPOSITE DIRECTION TFC PASSED TO OUR L AT A VISUALLY JUDGED DISTANCE OF 400 FT HORIZLY AND A TCASII VERT SEPARATION OF 600 FT. I IMMEDIATELY INFORMED ZMA OF THE INCURSION AND THEIR IMMEDIATE RESPONSE WAS THAT PORT-AU-PRINCE HAD CLBED THAT ACFT TOO SOON. UPON LNDG AT MIAMI; I SPOKE ON THE TELEPHONE WITH THE ZMA SHIFT SUPVR. THE CONCLUSION WAS THAT PORT-AU-PRINCE CTL (NON RADAR) HAD ASSUMED THAT WHEN WE INFORMED HIM THAT WE WERE IN CONTACT WITH ZMA THAT WE WERE AT JOSES INTXN ALTHOUGH WE HAD NOT MADE A POS RPT AT JOSES. SINCE THE OPPOSITE DIRECTION TFC HAD RPTED JOSES; PORT-AU-PRINCE THEN ISSUED A CLB CLRNC TO THAT ACFT (ACFT Y; AN A320).
