A B757-200 FLC FORGETS TO CALL A 3 MI FINAL TO APCH CTL AND LANDS WITHOUT OBTAINING LNDG CLRNC AT MBPV; FO.

Narrative

PVN APCH; MBPV ARPT; FINAL APCH. CLR DAY WITH NO OTHER TFC IN VICINITY. WE CALLED FIELD IN SIGHT APPROX 23 MI OUT AND WERE CLRED VISUAL APCH BY PVN APCH. CTLR REQUESTED THAT I CALL 3 MI ON FINAL. AT 4 MI ON FINAL; AUTOBRAKES CLICKED OFF AND EICAS MESSAGES AUTOBRAKES AND ANTISKID APPEARED. CAPT ATTEMPTED TO RESET AUTOBRAKES AND ABOUT THE SAME TIME A SLIGHT SINK DEVELOPED OVER THE WATER ON SHORT FINAL FURTHER DISTRACTING CREW. THE SINK WAS ARRESTED AND CHKLIST CALLED COMPLETE BY CAPT AND AN UNEVENTFUL STABLE APCH AND LNDG MADE. WHEN CREW ASKED FOR CLRNC TO TAXI BACK; THE APCH CTLR ADVISED US THAT HE DID NOT CLR US TO LAND. WE TAXIED BACK WITH NO FURTHER INCIDENT. ALL CHKLISTS WERE ACCOMPLISHED DURING APCH; HOWEVER; LNDG CLRNC WAS OBVIOUSLY MISSED BY BOTH PLTS. CAPT WAS NOT FLYING; THUS READING THE CHALLENGE AND RESPONSE LNDG CHKLIST; BUT DUE TO A COUPLE OF DISTRS ON FINAL; MISSED THE 3 MI CALL. THAT WOULD HAVE TRIGGERED THE LNDG CLRNC. THE CHKLIST IS NEVER TRULY COMPLETE WITHOUT THE VERBAL LNDG CLRNC. PVN APCH 126.0 WAS ALSO TWR AND GND COMBINED THIS DAY.
