Narrative

THE PROB AROSE WHILE BEING RADAR VECTORED INTO THE TOLEDO; OH APCH AREA. TEMP ABOVE THE CLOUD LAYER INDICATED ABOVE 10 DEGS. FLT RELEASE TEMP INDICATED 4 DEGS OVER -1 DEG; ACTUAL ATIS WX INDICATED SURFACE TEMP OF -1 DEG. THE CONTRIBUTING FACTOR OF THIS OCCURRENCE LIES WITHIN THE AREA OF EXCESSIVE STEP DOWN CLRNCS FOLLOWED BY A SPD REDUCTION CLRNC TO APCH SPD 5 MI OUTSIDE THE MARKER (HYMLI) FOR RWY 25; TOLEDO; OH. THAT SPD WAS 143 KT FOR THE ACFT'S WT. THE DISCOVERY WAS #2 ENG COMPRESSOR STALL AND VISIBLE ICING HAD FORMED ON THE WINDSHIELD WIPER NUT. CORRECTIVE ACTION WAS TAKEN BY PLACING THE ENG ANTI-ICE SWITCH TO THE 'ON' POS; AFTER THE COMPRESSOR STALL HAD OCCURRED. AS FOR FACTORS AFFECTING THE QUALITY OF HUMAN PERFORMANCE. THIS FLT DEPARTED AN ARPT WITH ABOVE NORMAL TEMPS AND ENTERED ANOTHER ARPT AREA WITH ABOVE NORMAL TEMP FOR THIS TYPE OF YEAR. ANOTHER REASON IS THAT ALTHOUGH THE CAPT HAS THE RESPONSIBILITY FOR THE SAFETY OF THE ACFT OPS; THIS ACFT HAS A COMPLIMENT OF 3 PLTS WHO SHOULD HAVE NOTICED THE TEMP DROP PRIOR TO ANY ICE ACCUMULATION.
