Narrative

WHILE CONDUCTING IOE FOR NEW FO; MISSED A XING RESTR ON THE CAMRN.3 STAR DURING ARR TO JFK. NO CONFLICT WITH OTHER ACFT. NEW FO WAS PF. WE RECEIVED CLRNC TO CROSS A POINT 5 MI S OF THE CAMRN INTXN AT 11000 FT. CLRNC WAS READ BACK CORRECTLY; BUT I MADE A MENTAL ERROR AND SUBTRACTED 5 MI FROM THE DISTANCE INSTEAD OF ADDING. I ALSO COMMUNICATED THIS TO THE FO AND HE DID NOT CATCH MY MISTAKE. CAMRN IS LOCATED 53 DME S OF DEER PARK. WE; THEREFORE; MISTAKENLY AGREED THAT THE XING CLRNC WAS AT 48 DME VERSUS 58 DME AS INTENDED BY ATC. PASSING CAMRN; WE WERE QUERIED BY ATC ABOUT OUR ABILITY TO MAKE THE XING RESTR AND I REPLIED IN THE AFFIRMATIVE; THEN REALIZED MY ERROR AND ASSISTED THE FO IN INCREASING OUR DSCNT RATE. ACTUAL ALT AT A POINT 5 MI S OF CAMRN WAS APPROX 13000 FT. WE LEVELED AT 11000 FT AT 51 DME. CONTRIBUTING TO THIS EVENT IS THE DESIGN OF THE STAR WHICH NECESSITATES BOTH PLTS TO BE TUNED TO SEPARATE VORS; FLYING OUTBOUND ON ONE RADIAL AND INBOUND ON ANOTHER. HIGH WORKLOAD FOR BOTH THE LINE CHK PLT AND THE NEW FO IS ENDEMIC DURING THESE IOE'S. ALTHOUGH I TABLE ALL INSTRUCTIONAL DISCUSSION AT TOP OF DSCNT; THE POTENTIAL FOR THESE TYPES OF ERRORS IS INCREASED DURING PERIODS OF AIRLINE EXPANSION/HIGH TRAINING LEVELS.
