A CL65 IN CRUISE AT FL310 DECLARED AN EMERGENCY AND DIVERTED DUE TO 14TH STAGE DUCT WARNING REQUIRING #1 ENGINGE SHUTDOWN CAUSED BY A FAILED SENSOR.

Narrative

JUST A FEW MINUTES AT CRUISE; WE GOT THE 'LEFT 14TH STAGE DUCT' WARNING MESSAGE. FOLLOWED QRH. MESSAGE REMAINED; QRH LEADS TO SINGLE ENGINE PROCEDURE. LANDED IN KALB ON RWY 1 WITH NO PROBLEM. WITHIN THE QRH FOR THE DUCT WARNING IT CALLED FOR OPENING THE 14TH STAGE ISOLATION VALVE; THE VALVE DID NOT OPEN. ALSO ATC WAS HELPFUL BUT AT THE SAME TIME A DISTRACTION; CHANGING FREQ 4-5 TIMES WITHIN THAT SHORT TIME; WITH ALL OF OUR CHKLISTS AND FLYING THE AIRPLANE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FAILURE OF THE SENSOR WAS THE CAUSE OF THE DUCT WARNING LIGHT AND TRIPLE CHIME. THE RPTR SAID THE 14TH STAGE ISOLATION VALVE ALSO FAILED CLOSED RESULTING IN NO ANTI-ICING OF THE LEFT WING. THE RPTR SAID THIS WAS HIS FIRST EXPERIENCE WITH THE 14TH STAGE WING ANTI-ICE SYSTEM DUCT WARNING AND SPECIAL PROCEDURE REQUIRING ENGINE SHUTDOWN. THE RPTR STATED THAT AIR TRAFFIC CTL WAS A DISTRACTION WITH 4 OR 5 FREQUENCY CHANGES PLUS SEVERAL VECTORS DURING THE TIME WHEN CHKLISTS WERE BEING ACCOMPLISHED.
