TFC SEQUENCING AT ATL; GA; IS NOT WORKING OUT FOR A STRESSED CTLR. HE IS REPLACED BY ANOTHER CTLR.

Narrative

ON APCH TO RWY 9R; WERE GIVEN SLOW TO 180 KTS AT 7000 FT. WE STARTED TO SLOW AS ADVISED; BUT THEN ATC STARTED TELLING US TO EXPEDITE DOWN AND SLOW TO 160 KTS. THE NEW ALT WAS 2700 FT. THIS SPD AND ALT ASSIGNED MADE IT HARD TO DSND AS FAST AS HE WANTED US TO; EVEN THOUGH FLAPS AND SPOILERS WERE AT MAX DEPLOYMENT FOR OUR SPD. HE THEN TURNED US TO JOIN FINAL UNEXPECTEDLY TO FIT US BTWN 2 MD80'S. WE WERE STILL SLOWING TO 160 KTS (AT 170 KTS) WHEN HE ASKED US OUR SPD. I TOLD HIM '170 KTS; STILL SLOWING TO 160 KTS.' HE THEN TOLD US TO TURN DIRECT BURNY AND FOLLOW AN MD80. HIS INSTRUCTIONS; HOWEVER; WERE GARBLED AND UNINTELLIGIBLE; BECAUSE HIS VOICE/SPEECH WAS VERY HURRIED AND ANTSY. BY THIS TIME HE SOUNDED VERY FRUSTRATED. WHEN I QUERIED HIM ON HIS LAST INSTRUCTIONS; HE SOUNDED EVEN MORE PUT-OUT. AT THIS TIME; ANOTHER CTLR TOOK OVER FOR HIM; AND WE THEN CONTINUED NORMALLY TO ATL. THE WHOLE PROB AROSE WITH THE CTLR TRYING TO FIT US INBTWN 2 MD80'S WITHOUT TELLING US HIS ULTIMATE PLAN FROM THE GET GO. WE DSNDED AS BEST WE COULD; AT GIVEN SPDS; BUT WERE STILL NOT GOOD ENOUGH FOR HIS ULTIMATE PLAN. HE DECIDED TO RUSH US DOWN AND STICK US INBTWN 2 OTHER JETS; INSTEAD OF PUTTING US BEHIND THE SECOND ONE.
