B727 CAPT EXPERIENCED ACFT STICKSHAKER WHEN PWRING BACK AFTER TKOF FOR NOISE ABATEMENT PROC DUE TO INCORRECT WING FLAP SETTING MADE BY THE FO. HE IMMEDIATELY INCREASED PWR AND THE FO ADDED REQUIRED FLAP SETTING TO REGAIN FULL ACFT CTL.

Narrative

AFTER TAKING OFF ON RWY 18L AT CVG; FOLLOWED NOISE ABATEMENT PROC. I WAS THE SO. CAPT WAS FLYING AND CALLED FOR SPECIAL QUIET EPR OF 1.65 EPR AND FLAPS TO 5 DEGS. I REDUCED PWR TO 1.65 EPR AND FO SELECTED FLAPS TO 2 DEGS INSTEAD OF 5 DEGS. CAPT MAINTAINED V2 +10. WHEN WE WERE AT 2 DEGS; STICK SHAKER INITIATED. CAPT INITIATED RECOVERY AND WE ALL NOTICED AT THE SAME TIME THAT FLAPS WERE NOT IN PROPER POS. FO RESELECTED FLAPS TO 5 DEGS. AT THIS TIME WE WERE NOW AT TKOF PWR. WE MAY HAVE SET OFF THE NOISE MONITORS AT CVG DUE TO THIS HIGH PWR SETTING. I THINK THIS COULD HAVE BEEN AVOIDED IF FO HAD MONITORED THE FLAP HANDLE POS AND THE FLAP RETRACTION SEQUENCE. ALSO; I COULD HAVE DOUBLECHKED THE FLAP HANDLE TO BE IN THE CORRECT POS AND MONITOR MORE CAREFULLY THE FLAP RETRACTION. SUPPLEMENTAL INFO FROM ACN 508400: ON TKOF; INADVERTENTLY SELECTED 2 DEGS FLAPS INSTEAD OF 5 DEGS FLAPS AS CALLED FOR ON THE NOISE ABATEMENT DEP PROC OUT OF CVG RWY 18L. STICK SHAKER ACTIVATED AS FLAPS WERE MOVED BACK TO 5 DEGS. NORMAL TKOF THRUST APPLIED AND NOSE WAS LOWERED. NOISE ABATEMENT PROC WAS TERMINATED AT APPROX 1200-1500 FT AGL. NOISE MONITORS MAY HAVE DETECTED EXCESS NOISE.
