SJU LC ISSUES LNDG CLRNC TO AT72 ON CLOSED RWY; REMEMBERING CLOSURE DURING ROLLOUT.
Narrative
GAVE CLRNC TO LAND ON A CLOSED RWY. TFC WAS VERY LIGHT. I WAS ASSIGNED TO LOCAL CTL AT BEGINNING OF SHIFT. FIVE MINS AFTER SIGNING ON; LOCAL PORT AUTHORITY INFORMS OF CLOSURE OF RWY 8; DUE TO PAINTING OF HOLD LINES AT INTXNS R AND W. THIS CLOSING OF THE RWYS HAS BEEN GOING ON FOR OVER TWO MONTHS; AND ALWAYS DURING DAYTIME HRS (TYPICALLY XA00-XE00; XM00-XP00 DAILY). I ACKNOWLEDGED THE RWY CLOSURE; COORDINATED WITH APCH CTL; AND PUT UP VISUAL AIDS. IN THE NEXT TEN MINS; I ONLY HAD 2-3 ARR (VERY LIGHT TFC); ONE WAS AN ATR 72; WHO NORMALLY PARKS ON N SIDE OF ARPT. IT WAS AT THIS TIME THAT I OFFERED RWY 8 (CLOSED) TO THE ACFT X THINKING OF EXPEDITING HIM TO HIS GATE; TOTALLY FORGETTING THE RWY CLOSURE. I DID SCAN THE RWY; THERE WERE NO VEHICLES/PERSONNEL; SINCE THE PAINTING WAS BEING DONE ON THE TXWYS. I REALIZED MY MISTAKE TOO LATE; WHEN THE ACFT WAS ON ROLLOUT. I HAD COME TO WORK FEELING SICK; WITH THE FLU. I DECIDED TO COME IN TO WORK LIKE THIS; DUE TO THE CURRENT LOW STAFFING SIT OUR FAC IS GOING THROUGH. THIS WAS A MISTAKE. MY CONCENTRATION WAS DEFINITELY AFFECTED BY MY ILLNESS -- I WAS FEELING A BIT DIZZY; BIT OF FEVER ETC -- GENERALLY FELT SPACED-OUT; THIS CONTRIBUTED TO MY LACK OF CONCENTRATION AND THE EVENTUAL OPERATIONAL ERROR.
