A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH A USED MEDICAL EMER KIT REMOVED BUT NOT REPLACED IN CONFLICT WITH THE MEL REQUIREMENT.

Narrative

ON NOV/XA/01; ACFT XXX HAD A MEDICAL EMER AND USED THE MEDICAL KIT. WE DID NOT STOCK A KIT; SO IT WAS PLACED ON MEL. NO MEL COVERED THE NEW ENHANCED EMER MEDICAL KIT; SO IT WAS PLACED ON AN INFO MEL; AND REMOVED FROM ACFT. THIS B757 IS THE ONLY ONE IN THE FLEET TO HAVE THIS KIT INSTALLED BY A PROTOTYPE XX (DRAFT). A MAINT ALERT BULLETIN WAS ISSUED FOR AED/ENHANCED EMER MEDICAL KIT AND DOES NOT SAY ANYTHING ABOUT THE ENHANCED EMER MEDICAL KIT. NO INFO OR MIS-INFO GETS THE MECH IN A BIND. THE WKLY CHK DOES NOT ADDRESS THE ENHANCED EMER MEDICAL KIT; ONLY EMER MEDICAL KIT AND FIRST AID KIT INSTALLED IN ACFT. WE NEED THE INFO TO GAIN THE KNOWLEDGE. WE DO NOT WANT THIS TO BE A LINK IN THE CHAIN OF EVENTS. OUR MAINT CTL HAD NO INFO ABOUT THIS; SO HE GOT ENGINEERING ON THE PHONE AND TOLD US THAT NO MODIFICATION OR ENGINEERING AUTH HAS BEEN DONE ON THIS ACFT. JUST PLACE IT ON AN MEL AND HE WOULD GET IN TOUCH WITH THE ENGINEER WHO WOULD HANDLE THIS SYS. WHEN MAINT CTL AND ENGINEERING HAVE NO IDEA OF WHAT IS ON THE ACFT TO HELP THE MECH IN THE FIELD; HE IS SET UP TO FAIL.
