Narrative
LOCATION-TXWY Y AT RWY 4 THIS IS CHK AIRMAN WITH NEW GUY PASSING THRU LGA AT NIGHT. NEITHER OF US HAD BEEN THRU LGA FOR QUIET A WHILE. WE HAD AN ACFT WITH AN OPEN ENG BLEED VALVE ON THE LEFT ENG. WE HAD MAX POWER BLEEDS OFF AND ONLY TKOF INFO FOR RWY 4. WE TAXIED OUT TELLING THE TWR WE COULD DEPART AT THE END BECAUSE WE HAD OUR NUMBERS COMING UP. WE FOUND THAT WE WERE OVER THE PTOW WT AND NEEDED TO DO SOME ADJUSTMENTS TO SPEEDS. RATHER THAN DOING A BOOK EXERCISE ON TXWY B. WE REQUESTED AND CONFESSED TO GND. THEY TOLD US TO HOLD SHORT ON TXWY B AT TXWY Y. HE THEN CLRED US TO CROSS RWY 4 AT INTXN Y TO TXWY BB THEN HOLD SHORT OF TXWY E. WE ROGERED. AS I MOVED THE ACFT I COULD NOT SEE TXWY Y TO MY RIGHT. AS I GOT CLOSER TO THE CENTER OF RWY 4 I STILL COULD NOT SEE TXWY Y ON MY R NEITHER COULD THE FO. I COULD HOWEVER TURN LEFT TO TXWY YY AND TO TXWY AA TO TXWY Y TO TXWY BB TO TXWT E. THE TXWY WAS CLR. THERE WAS A 727 IN POS ON RWY 4 SO I TOOK IT. THE CTLR FINALLY CALLED BACK AND TOLD US NOT TO TURN RIGHT; NO I MEAN LEFT THAT IS NOT TXWY Y. I TOLD HIM I KNOW BUT WE COULD NOT SEE THE TXWY Y SIGN. I CHOSE THIS COURSE BECAUSE IT APPEARED THE BEST TO ME AT THE TIME RATHER THAN RUN DOWN RWY 4 LOOKING FOR TXWY Y. THE COMMERCIAL CHART IS NOT NECESSARILY CORRECT BASED ON WHAT WE SAW AT NIGHT. THE COMMERCIAL CHART ALSO HAS A NOTE ABOUT NOT USING TXWY Y FROM TXWY CY TO TXWY F WITH A 757 SIZE ACFT. WE TAXIED AS CLRED FROM TXWY AA TO TXWY Y TO TXWY BB TO TXWY E. EVERYTHING ELSE WAS NORMAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: A 'KLGA' TWR SPECIALIST REVEALED THAT HIS S O P MANUAL CONCURS WITH THE RESTRICTION PUBLISHED ON THE ARPT DIAGRAM. THIS RESTRICTION PROTECTS ACFT FROM A CHAIN LINK FENCE TO THE LEFT AND; ALONG WITH A RESTRICTION INVOLVING 'TXWY D;' PROTECTS RVR TWRS LOCATED IN THE TRIANGLE FORMED BY Y; BB; AND D TXWYS. THERE WAS NO MENTION OF A RESTRICTION INVOLVING 'BB' TXWY. IT WAS POINTED OUT THAT; DURING CERTAIN OPS; ACFT ARE CLRED TO TAXI ON 'TXWY Y' BTWN 'TXWY CY' AND 'TXWY BB' IN ORDER TO GAIN ACCESS TO 'TXWY BB.' IT WAS ALSO MENTIONED THAT THE HAZARDS ASSOCIATED WITH 'TXWY Y' ARE LOCATED N OF 'TXWY BB.' WHEN OBSERVING THE RWY CHART THIS SEEMS TO BE THE CASE. FURTHER DISCUSSION WITH 'PORT AUTHORITY' PERSONNEL REVEALED A CHANGE IN THE RESTRICTION WILL BE MADE. THE PROPOSED RESTRICTION WOULD READ: TXWY 'Y' BTWN TXWYS 'BB' AND 'F' CLOSED TO ACFT WITH A WING SPAN IN EXCESS OF 110 FT IT WAS ALSO BROUGHT TO THE ANALYST'S ATTENTION THAT THE WING SPAN RESTRICTION WAS REVISED TO 112 FT OVER A YR AGO AND IS STILL NOT IN PRINT. IT WAS POINTED OUT THAT THE NEW PROPOSED RESTRICTION MAY TAKE A WHILE BEFORE WE SEE IT ON THE ARPT DIAGRAM CHART.
