A CARJ CREW; AFTER LNDG AT STL; WERE UNABLE TO BE CONTACTED BY TWR.
Narrative
DURING LNDG ROLLOUT ON RWY 30L. AT STL; THE TWR SAID 'EXIT THE RWY AT B1; TAXI TO THE RAMP AND STAY WITH ME.' UPON REACHING THE END OF B1 PRIOR TO ENTERING THE RAMP AREA THE CAPT STOPPED THE AIRPLANE AND TOLD ME TO CONTACT THE METERING FREQ FOR CLRNC TO ENTER THE RAMP. I CONTACTED METERING WHO SAID WE WERE CLRED TO THE GATE. TWR CONTACTED COMPANY THERE AT STL AND ASKED THE CAPT TO CALL THE TWR. BASED ON THE CAPT'S DEBRIEF; TWR WAS UPSET BECAUSE THERE WAS ANOTHER ACFT BEHIND US AND THEY COULD NOT REACH US ON THE RADIO. AS OF THIS TIME; I WILL ALWAYS MONITOR BOTH FREQS WHEN ANY SIT WHICH EVEN REMOTELY RESEMBLES THIS SIT ARISES. HOWEVER; IT IS MY OPINION THAT WHENEVER A TWR (CAB) CTLR ISSUES A CLRNC ALONG THE LINES OF 'CLRED TO THE RAMP' AND THERE IS ANOTHER CTLING AGENCY/AUTH SUCH AS RAMP OR METERING; HE ALSO STATE WHETHER OR NOT TO CONTACT THEM. BASED ON MY EXPERIENCE; IF A CREW MEMBER OR CAPT IS UNCERTAIN OF THE REQUIREMENT TO CONTACT SOMEONE PRIOR TO ENTERING AN APPARENTLY CTLED AREA HE WILL STOP THE ACFT AND ATTEMPT TO DO SO.
