Synopsis

AN A320 CREW; ON APCH TO OAK; RECEIVED A GPWS WARNING 'TOO LOW TERRAIN' WITH A 'PULL UP' COMMAND.

Narrative

CAPT WAS FLYING APCH INTO OAKLAND RWY 29. WE WERE BTWN CATTY AND ALVAR AND HAD CALLED THE RWY IN SIGHT. WE WERE GIVEN INSTRUCTIONS: 2000 FT AT 6 NM CLRED VISUAL RWY 29; TFC TO FOLLOW A B737 OVER THE DUMBARTON BRIDGE. SPD 210 KTS; OPEN DSCNT; SPD BRAKES IN USE; ALT WAS BTWN 3500-2500 FT. I ESTIMATE 3-5 NM SHORT OF ALVAR. WE WERE LOOKING FOR TFC NOW OVER THE TOLL PLAZA WHEN WE GOT EGPWS 'TERRAIN; PULL UP;' I SUSPECT DUE TO THE SINK RATE. THE TERRAIN DISPLAY SHOWED A SMALL AMOUNT OF GREEN ABOUT 5 MI ON EITHER SIDE; AND I HAD THE HILLS AND ANTENNA IN SIGHT OUT OF MY WINDOW. THE CAPT WENT TO EXECUTE THE TERRAIN MANEUVER BY GOING TOGA THRUST AND PULLING IN PITCH. I WARNED ABOUT FLAP SPD AND RETRACTED THE FLAPS AT ABOUT 230 KTS; BUT THE EXCESS THRUST CARRIED US TO SOMETHING N OF 250 KIAS AND LESS THAN 260 KIAS. I ESTIMATE 258 DEGS AND WE WROTE IT UP AS A 28 KT OVERSPD. APCH AND LNDG UNEVENTFUL. SUPPLEMENTAL INFO FROM ACN 535817: I HAD SELECTED FLAPS 1 DEG AND WE RECEIVED A TERRAIN WARNING. IN EXECUTING A PULL-UP FROM TERRAIN; I OVERSPD THE FLAPS BY 28 KTS WHICH LASTED APPROX 20 SECONDS WHILE THE FLAPS WERE BEING RETRACTED. THERE WAS SOME CONFUSION AFTER THE EVENT AS I SELECTED TOGA THRUST AS PART OF THE MANEUVER. IT WAS; HOWEVER; VFR AND THE APCH COULD BE RE-ENTERED WITHOUT ANY DIFFICULTY OR UNUSUAL MANEUVERING.
