A B757 FLC EXCEEDS THE CHARTED ARR SPD OF 250 KTS OVER JAKSN INTXN WHILE ON FREQ WITH SEATAC APCH CTLR; S-46; WA.

Narrative

WHILE DSNDING INTO SEATTLE; WE WERE CLRED OUT OF CRUISE FL240 AT PLT'S DISCRETION BY ZSE. WE WERE THEN GIVEN CROSS JAKSN INTXN (ON GLASR FOUR ARR) AT 16000 FT. THE ARR READS 'CROSS JAKSN AT 250 KTS' N FLOW; CROSS AT 16000 FT. S FLOW; CROSS AT 12000 FT. THE FMC HAD THE CONSTRAINTS OF 250 KTS/16000 FT ENTERED. ARTCC THEN ASKED US TO 'DSND THROUGH 220;' THEN CROSS JAKSN AT 16000 FT. THAT REQUEST; 'THROUGH 220' FORCED US TO CHANGE OUR DSCNT PROFILE; AND WE REENTERED JAKSN AT 16000 FT WITHOUT THE 250 KT SPD RESTR IN THE FMC. WE HAD CHANGED THE PROFILE; AND TWICE BEEN GIVEN 'JAKSN AT 16000 FT' WITHOUT SPD CONSTRAINT. WE PASSED JAKSN AT 16000 FT AND 295 KTS. WE WERE SWITCHED TO APCH WHO ASKED WHAT OUR AIRSPD WAS AS WE PASSED JAKSN. WE REPLIED 295 KTS; THEY ASKED US TO SLOW TO 220 KTS. WE COMPLIED AND BEGAN TO WONDER IF THEY EXPECTED 250 KTS. DUE TO 'CROSS AT 250 KTS.' WE THOUGHT ONCE TAKEN OFF THE DSCNT PROFILE; EITHER GEOGRAPHICALLY WITH VECTORS OR ALT-WISE WITH REQUESTS OTHER THAN DEPICTED ON ARR PLATE; AND SUBSEQUENTLY NOT BEING ASKED TO COMPLY WITH AIRSPD RESTR; WE WERE NOT BOUND BY THE AIRSPD RESTR. SUPPLEMENTAL INFO FROM ACN 538169: WE SHOULD HAVE ASKED IF ARTCC STILL WANTED SPD PER APCH PLATE. THROUGHOUT THIS EVENT; AS A CREW; WE WERE BUSY WITH APCH PLATE BRIEF AND OUR DSCNT AND APCH CHKLISTS.
