B757-200 CREW DID NOT CONTACT SFO TWR FOR LNDG CLRNC. ATCT LCL CTLR GAVE CREW A CONTINUOUS 'GREEN LIGHT' FOR LNDG CLRNC.

Narrative

ILS RWY 28R IN SFO WAS INOP. WE WERE GOING TO FLY A VISUAL APCH. WHILE WITH APCH CTL WE WERE SWITCHED TO ILS RWY 28R. AGAIN; REPROGRAM THE FMC AND RE-BRIEF THE APCH. THEN STILL WITH APCH CTL AND OUTSIDE THE MARKER; WE WERE TOLD THAT THE ILS RWY 28R IS BACK UP AND TO PLAN FOR RWY 28R. SO; ONCE AGAIN REPROGRAM; RE-BRIEF; AND COMPLY WITH NEW SPD AND TFC INSTRUCTIONS FROM APCH. OK; NOW WE ARE BACK ON RWY 28R. THEY ASKED US TO MAINTAIN 170 KTS AND HAVE NEITHER ASKED US TO SWITCH TO TWR NOR REQUESTED US TO CALL TWR AT THE MARKER. THE RESULT WAS THAT WE REMAINED ON APCH FREQ THROUGHOUT THE APCH AND LNDG AND WERE GIVEN GREEN LIGHT AS LNDG CLRNC FROM TWR. THE REST WAS UNEVENTFUL. I HAVE NO IDEA WHY THEY DIDN'T ASK US TO SWITCH TO TWR FREQ AND OBVIOUSLY WE DIDN'T INQUIRE ABOUT IT AT THE TIME. MAYBE THE REASON WE DIDN'T ASK WAS BECAUSE WE WERE GIVEN SO MANY CHANGES AND INSTRUCTIONS ON THE VERY SAME FINAL APCH; IT WOULD JUST SEEM NORMAL TO BE 'HANDED OVER' TO THE NEXT FREQ. SUPPLEMENTAL INFO FROM ACN 538718: APCH FAILED TO HAND US OFF TO TWR AND WE LANDED WITHOUT RADIO CLRNC. NO DISTRACTIONS BELOW 10000 FT; STERILE COCKPIT; NO COMPLACENCY; JUST LACK OF CURRENCY. CAPT HAD NOT FLOWN B757 IN 8 MONTHS; FLEW NOTHING FOR LAST 6 MONTHS DUE TO SURGERY. HAD 6 LEGS OF IOE FOLLOWED BY 3 WKS VACATION. THIS WAS MY FIRST FLT OUT AS CAPT. FO HAD 5 LEGS ON B757 AFTER BEING OFF OF IT FOR 1 YR WHILE FLYING CAPT ON DC9. MY 1000 FT CHK OF SPOILERS; MISS APCH ALT AND NOSE GEAR LIGHT (MY SIGNAL THAT WE'VE BEEN CLRED TO LAND) FAILED US; SINCE I FORGOT THE NOSE GEAR LIGHT IN MY SCAN. I'D SUGGEST TIGHTER CTL OVER CURRENCY IN COCKPIT WHEN PLTS ARE IN A MASSIVE SHUFFLE AS WE'RE EXPERIENCING NOW; IE; 09/TUE/01 ACR FURLOUGHS. P.S. TWR SHOT US A CONTINUOUS GREEN LIGHT FOR LNDG.
