Narrative

DURING TAXI; WE WERE INSTRUCTED TO TAXI TO RWY 23 VIA R TURN ON TXWY A; HOLD SHORT OF TXWY H. AS WE WERE TAXIING GND CTL ASKED IF WE WANTED TO DEPART AT TXWY B. WE SAID 'NO' AND HE THEN CLRED US TO TAXI TO RWY 23 VIA R TURN ON TXWY H AND 'HOLD SHORT OF RWY 23 AT TXWY Q.' THE FO ACKNOWLEDGED THE FULL RTE CLRNC BACK TO GND CTL. GND THEN SAID 'ROGER CONTACT TWR ON 118.7.' WE CONTACTED TWR ON 118.7 AND HE ASKED US IF WE WANTED THE FULL LENGTH OR TXWY Q DEP. WE RESPONDED 'FULL LENGTH' AND HE SAID 'ROGER HOLD SHORT OF RWY 23.' WE READ BACK THE HOLD SHORT CLRNC AND CONTINUED TO THE END OF RWY 23. AS WE PASSED TXWY Q TWR CALLED US BACK AND SAID 'ACFT X; STOP THERE.' I STOPPED THE ACFT WITH THE NOSE OF THE ACFT APPROX 15 FT PAST TXWY Q HOLD LINE. THE TWR THEN SAID 'ACFT ON FINAL; ACFT ON TXWY IS OVER THE LINE THERE IS NO CONFLICT; CONTINUE AND CLRED TO LAND.' THE OTHER ACFT LANDED AND WE DEPARTED WITH NO FURTHER PROBS. APPARENTLY; TXWY Q IS THE HOLD SHORT LINE FOR BOTH THE END OF THE RWY AND THE POINT AT WHICH THE OVERRUN PORTION OF THE RWY BEGINS. NO NOTAMS OR OTHER NOTICES WERE MADE AVAILABLE FOR US TO DETERMINE THAT FACT. IT IS ALSO IMPORTANT TO NOTE THAT THE ORIGINAL HOLD SHORT LINE WAS MOVED TO COINCIDE WITH TXWY Q. THIS WAS MY FIRST TIME INTO CYYZ. FACTORS: MISUNDERSTANDING OF CANADIAN CTLRS REGARDING 'HOLD SHORT OF RWY 23.' THEY SHOULD HAVE SAID 'HOLD SHORT OF RWY 23 AT TXWY Q.' TAXI LINES WERE SMALLER THAN THOSE OF THE UNITED STATES; AND POORLY PAINTED MARKING IDENT HARDER. PREVENTION: MORE SPECIFIC TERMINOLOGY WHERE CONFUSION CAN LEAD TO PROBS. FDC NOTAMS TO REMAIN IN EFFECT LONGER WHEN A TXWY LINE HAS BEEN MOVED. WIDER AND BRIGHTER COLORED TXWY MARKINGS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THE AREA OF THE ARPT AROUND THE END OF RWY 23 IS CONFUSING; AND POORLY MARKED. AFTER THE ATCT GND CTLR CLRED HIM TO HOLD SHORT OF TXWY Q; AND THEN THE ATCT LCL CTLR THEN CLRED HIM TO HOLD SHORT OF RWY 23 HE THOUGHT THIS WAS A CLRNC TO ENTER TXWY Q. THE PLT RPTED THE INCIDENT TO HIS CHIEF PLT AND COMPANY FLT SAFETY DEPT. HE HAS HEARD NOTHING FROM EITHER. THERE HAS BEEN NO RESPONSE FROM THE FAA OR TRANSPORT CANADA.
