FLC TAXIES PAST CLRNC LIMIT UNDER ARRIVING ACFT.
Narrative
TAXIING OUT AT DEN; GND CTL WAS CONTACTED. TIME WAS JUST PAST THE TOP OF THE HR AND GND CTL ADVISED US THAT A NEW ATIS WAS OUT AND TO ADVISE HAVING THE NEW INFO. ALSO; WE SHOULD EXPECT A 15 MIN DELAY FOR SEQUENCING TO PHX. BECAUSE OF THE ANTICIPATED DELAY; I (FO) ELECTED TO GET THE NEW ATIS. WHILE OFF FREQ ON COM #2 CHKING THE NEW ATIS; GND HAD APPARENTLY ISSUED TAXI INSTRUCTIONS TO THE CAPT ON COM #1 (N ON TXWY L; E ON TXWY ED TO RWY 17L). AFTER XING TXWY M; WE NOTICED AN ACFT ROUGHLY 400 FT AGL LNDG ON RWY 17R. GND CONTACTED US AND ADVISED US THAT WE WERE SUPPOSED TO HOLD SHORT OF TXWY M FOR LNDG TFC PASSING OVER TXWY ED; AND THAT WE SHOULD NOW EXPEDITE OUT OF THE WAY OF LNDG TFC. TAXI INSTRUCTIONS AT MAJOR ARPTS REQUIRES THE COMPLETE ATTN OF ALL COCKPIT CREW. SINCE THE CTLR HAD STATED THERE WOULD BE A 15 MIN DELAY; I LEFT THE FREQ; THEREBY PROVIDING NO BACK-UP FOR TAXI INSTRUCTIONS THAT WERE INCOMPLETE OR MISUNDERSTOOD. CHANGES ON THE ATIS WERE MINIMAL (TEMP AND ALTIMETER) AND COULD HAVE BEEN PROVIDED BY THE CTLR.
