FLC HAS RWY INCURSION AT SVMI.

Narrative

ON ARR AT CARACAS; WE WERE VECTORED FOR A VISUAL APCH TO RWY 27. THE CTLR VECTORED US IN TOO HIGH AND TOO CLOSE TO MAKE A SAFE APCH. WE ASKED FOR A R 360 DEG TURN TO DSND AND SET UP FOR A SAFE LNDG AND STAY CLR OF HIGH TERRAIN TO THE S. THE CTLR COULD NOT UNDERSTAND WHAT WE WERE ASKING FOR IN ENGLISH. WE TOLD HER THAT WE WERE MISSED APCH AND WE WERE GIVEN A HDG OF 090 DEGS AND 2000 FT AND WERE VECTORED FOR ANOTHER MODIFIED VISUAL. WE WERE GIVEN A R TURN TO 230 DEGS TO INTERCEPT THE 060 DEG RADIAL INBOUND OFF MIQ AND DSND TO 1500 FT. SKY CONDITIONS WERE VERY HAZY AND WE WERE LOOKING INTO THE SETTING SUN. WE WERE GIVEN LNDG CLRNC FOR RWY 27. WE SAW THE RWY APPROX 3 MI OUT AND I MANEUVERED THE ACFT TO LAND WHILE STAYING N OF THE HIGH TERRAIN ON THE COAST. MY CONCENTRATION WAS ON GETTING THE ACFT DOWN AND IN THE SLOT FOR A SAFE VISUAL APCH. I LANDED INADVERTENTLY ON RWY 26. RWY WAS CLR BUT I DID NOT REALIZE THAT I HAD LANDED ON THE WRONG RWY UNTIL AFTER TOUCHDOWN. LOW VISIBILITY AND A STEEP APCH WITH NO APCH PROC WERE THE MAIN CONTRIBUTING FACTORS. I TALKED TO THE TWR CTLR THROUGH AN INTERPRETER AFTER GATE ARR AND EXPLAINED THE SIT. NO RPTS OR VIOLATIONS WERE FILED BY THE VENEZUELAN ATC. VOR DME-B SHOULD HAVE BEEN IN USE AS HAZE AND LNDG INTO THE SETTING SUN REDUCED VISIBILITY. TWR AND ATIS WERE RPTING VFR CONDITIONS.
