Synopsis

A CANADAIR CL65 WAS DISPATCHED WITH A DEFERRED ITEM CLRED BUT NOT CORRECTED AS CIRCUIT BREAKERS WERE NOT RESET. OIL REPLENISHMENT SYS STILL INOP.

Narrative

I INITIALLY TOLD MY SHIFT SUPVR ON 'THE RADIO' THAT I COULDN'T CLR MEL MAINT ITEM AND R&R THE OIL SELECTION VALVE WITHIN THE ALLOTTED ACFT DOWN TIME BECAUSE I WOULD HAVE TO CHASE 2 WIRES TO DETERMINE WHAT TYPE OF CONNECTORS I HAD; PLUS RING TERMINALS; ENVIRONMENTAL SPLICE; ETC. I COULDN'T TELL WHAT 2 WIRE SPLICES I HAD FROM THE ACFT MAINT MANUAL DESCRIPTIONS OF SPLICE #SP1KJ; #SP2KJ. MY SUPVR STATED; 'OK; GO AHEAD AND DO THE MAINT TO CLR THE MEL AND I WILL ACCEPT ANY DELAYS; ETC.' I FELT I WAS RUSHED TO CLR AN MEL IN THE ALLOTTED ACFT DOWN TIME. AS A RESULT; I OVERLOOKED THE ACFT MAINT MANUAL'S #2 STEP ('JOB SETUP' 'REMOVAL' OIL SELECTOR VALVE). CORRECT LOCATION OF CIRCUIT BREAKER PANEL 5 AND ZONE 311; WHICH I NOW KNOW IS IN ACFT EQUIP COMPARTMENT UNDER APU; BUT AT THE TIME 'IN A HURRY' ON MY SUPVR'S REQUEST TO CLR MEL; I THOUGHT CIRCUIT BREAKERS B-8/B-9 WERE IN THE ACFT COCKPIT. I CALLED ANOTHER MECH ON THE RADIO TO CHK FOR PULLED CIRCUIT BREAKERS B-8 AND B-9. HE SAID HE PULLED THEM; ETC. THE ACFT MAINT MANUAL STEP #2 CLOSE OUT 'INSTALLATION OF OIL SELECTOR VALVE' (SUBTASK #79-12-07-865-002 SAYS 'REMOVE THE TAGS AND CLOSE THE CIRCUIT BREAKERS.' UPON COMPLETION OF THE R&R OF 'OIL SELECTOR VALVE;' I AGAIN CALLED MY CTLR ON MY RADIO TO 'PUSH IN' CIRCUIT BREAKERS B-8/B-9. WHAT CAUSED THIS PROB WAS THAT I NEGLECTED TO DOUBLE CHK MY WORK; AND TO PROPERLY READ THE ACFT MAINT MANUAL AND PULL/RESET THE PROPER CIRCUIT BREAKERS; ACCORDING TO ACFT MAINT MANUAL. WHAT I WILL DO FROM NOW ON IS DOUBLECHK MY OWN WORK FOR PROPER MAINT; COMMUNICATE MORE EFFECTIVELY WITH MY CO-WORKERS; AND PROPERLY READ THE ACFT MAINT MANUAL FOR PROPER LOCATIONS OF CIRCUIT BREAKERS AND CIRCUIT BREAKER PANELS. ALTHOUGH THE CRJ HAD NO PWR TURNED ON (APU; BATTERIES; GPU; ETC) AND THE OIL SELECTOR VALVE AND OIL PUMP SYS HAD LOW VOLTAGE (28 UPC) THE OIL REPLENISHMENT SYS REMAINED ON MEL BECAUSE OF MY OVERSIGHT IN NOT RESETTING CIRCUIT BREAKERS B-5 GRID #B-9.
